Job Summary

We have a vacancy for a Finance Manager in our country office in Tamale, Ghana. The Finance Manager (FM) is CCFC’s financial expert in the Country office reporting to the Country Director. The Finance Manager is accountable for the overall leadership on financial and accounting matters in the country office, and achievement of goals and objectives of the organization including but not limited to:

•  Financial Planning and Budgeting – Managing the budget process (training, directing, preparing and compiling) for the Country Office and Partners (programs and projects), including the annual re-forecast exercise. Assisting in the preparation of the Country Operating Plan (including budget and cash flow forecasts) and other strategic planning as well as the Country Annual Progress Reports (including budget and cash flow variance analysis).
•  Country Office Monthly Reporting – Preparing financial statements and monthly reports and forwarding them to the Internal Audit Manager (Toronto) on a timely basis including a detailed budget variance analysis and cash flow forecasts, according to the CCFC Country Office Accounting Standards.
•  Payroll - Providing oversight for preparation of the Country Office payroll and related tax and benefit activity ensuring legal compliance. Liaise with local HR Generalist and Toronto Human Resources for compensation and benefits issues relating to payroll as necessary.
•  Local Reporting Requirements – Preparing and submitting reports to all local legislative authorities in the prescribed manner.
•  Performing other financial reporting and analysis (e.g. cost/benefit) at the direction of the Country Director and the Controller (Markham, Ontario). This includes grantors or other special funding organizations.
•  Building the capacity of Country Office and Partner staff as a coach and trainer by providing clear, objective and constructive direction that will enable them to fulfill the required CCFC financial requirements and assist them to design appropriate internal control systems and procedures.
•  Partner Reporting – reviewing regular financial reports from Partners (for programs and projects) and follow up on significant budget variances or reporting deadline issues.
•  Auditing - Conducting financial and operational audits of Partners (programs and projects) to assess the accuracy and completeness of their financial records and ensuring compliance with the CCFC Partner Accounting Standards under the direction of the Internal Audit Manager (Markham). This will require frequent travel to Partner operational locations. Providing reports to the Country Director and Internal Audit Manager (Markham) on the audit results.
•  Ensuring that Internal and External Audit Recommendations are implemented at the Country Office and Partners’ operations.
•  Reporting on a monthly basis to the Internal Audit Manager (Markham) a list of all previously identified and unresolved audit issues as per the internal and external audits for the Country Office and Partners (programs and projects) including action plans and status of implementation.
•  Facilitating the completion of the external audit process under the direction of the Internal Audit Manager (Toronto) to minimize costs while obtaining accurate results efficiently.
•  Reporting any internal control breaches, including negligence and fraud, and non-compliance issues to the Country Director and/or the Controller (Toronto) and/or the Internal Manager (Toronto) as appropriate, including recommended actions.
•  Complying with all CCFC policies and procedures; and performing related duties as assigned

Qualification Required & Experience

•  Degree in accounting and auditing; pursuit of professional designations in accounting and auditing is an asset
•  Minimum 5 years related accounting and auditing experience
•  Demonstrated understanding of audit scope, planning and procedures
•  Strong computer skills, specifically experience with using accounting software and Microsoft Excel
•  Work experience in community development and in a non-government organization is an asset
•  Business organization skills – planning, setting priorities, organizing, evaluating, monitoring and multi-tasking
•  Fluent verbal and good written communication skills in English and local country language(s)
•  Work experience in the preparation and delivery of training materials and sessions and coaching
