This specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th August 2011.

The Government of Ghana has received financing from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) in the amount of US$70m and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the above position to be passed at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Duties:
The Financial Management Officer will assist the FM Specialist to:

•  Maintain and update inventory of Fixed Assets and prepare depreciation schedules
•  Prepare payment vouchers and write checks for payment
•  Ensure that all suppliers' invoices are paid immediately upon settlement
•  Prepare withdrawal applications using Client Connection with corresponding Statement of Expenses and reconciliation of the Designated Account, to be submitted to the World Bank for further processing, and follow up with Disbursement Unit in a proactive way whenever needed until transaction is completed
•  Post all accounting transactions for the project through its automated information management system in a transparent and timely manner, keeping all needed documents attached to very transaction for audit trail
•  Keep Project Coordinator informed of key aspects of the financial information, and any deficiency in the internal control environment, including, but not limited, to reasonable segregation of duties
•  Comply with financial management aspects of the project required by the World Bank
•  Verify that the Bank records in Client Connection reconcile with project records in the entity's management information system
•  Adhere to financial management arrangements as defined in the Project Operations Manual, including unaudited interim financial reports
•  Work along with the Procurement Unit to receive contract documents and review payment clauses in contracts
•  Work along with the FM Specialist to prepare the terms of reference for the Project Annual Audit to be submitted to the World Bank for No Objection and follow-up with Procurement to ensure the contract follows World Bank and other donor guidelines
•  Perform any other duties required for the effective functioning of the PSU

Perform other tasks assigned by the Project Coordinator

Qualification Required & Experience

Eligibility Criteria:

•  Must be a Chartered Accountant
•  Preferably three (3) years experience in the field of accounting and financial management from international, private or public organization
•  Working knowledge of Fund Accounting and Multi-Currency Transactions
•  Knowledge of and substantive experience in accounting and financial management
•  Competency with financial data systems and spreadsheet processes
•  Familiar with contracting and administrative procedures of a project
•  Expertise in project administration and financial planning
•  Experience in working with an international/interdisciplinary team
•  Knowledge in financing management of projects is an additional asset
•  Must have advanced computer skills
