The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.
Job Description
• Reports to Finance / Budget Manager
• Assists the Finance/Budget Manager (FBM) in the day-to-day budget/forecast operations, financial/programmes analysis and related system(s) (ERP) processes of MiDA. Also assist in managing all aspects of the annual target setting/annual forecast for MiDA as well as Quarterly Disbursement Requests to MCC.
• Works with Project Directors across MiDA to enforce the requirements with respect to the content of submissions by individual departments, setting deadlines for such submissions.
• Compiles all necessary information required in the review of long- and short-range forecast, resource projections, priorities, and justifications and makes recommendations to the FBM on planning efforts that can be undertaken within existing resource levels; advises on the impact of efforts that require additional resources.
• Assists the FBM in the preparation of all internal financial management and analysis reports and contributes to reports and other presentations on financial management programme planning.
• Coordinates with the Fiscal Agent to develop process workflows that include document routing and approvals. Also worfes with the Fiscal Agent to develop the FiscalAccountability Plan (FAP) and related updates and revisions to the FAP.
• Assists the FBM in the preparation of detailed budget schedules and supporting documentation.
• Coordinates with the FBM to ensure quality control, accuracy and integrity of the various systems/spreadsheets, databases, and other applications used in the forecast and financial analysis process.
• Participates in the implementation of the MCA-MIS (SAP) system ensuring that MiDA's accounting and financial reporting requirements are addressed.
• Assists in Fund Accountability Statement (FAS) audits and any audits required, by the Government of Ghana.
• Assists in the development/generation of recurring and ad hoc reports frorii the financial management system.
Qualification Required & Experience
• Degree in accounting, finance, business administration, or other relevant field of study or preferably a Certified Public Accountant or equivalent.
• At least five (5) years of professional experience in a related field (auditing, budgeting, financial management) including experience in projects funded by international organisations.
• Understanding of financial management systems and the development and implementation of financial management systems. Experience in all phases of financial management and auditing
• Understanding of Government of Ghana and U.S. Government audit requirements.
• Ability to work with minimum supervision.
• Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural local and international stakeholders and counterparts.
• Excellent written and verbal communication skills in English
