Job Vacancy For Head of the Parliamentary Training institute



Applications are invited from suitably qualified persons to fill a vacancy in the post of Head of the Parliamentary Training Institute in the Parliamentary Service of Ghana.

Main Duties and Responsibilities

The Head of the Parliamentary Training Institute shall provide support to the Clerk to Parliament and management of the service by performing the following duties:

• Lead in the provision of consultancy and advisory services on parliamentary practice and procedures
• Develop, review, recommend and implement curriculum for training programmes of the institute
• Develop and implement strategies, policies, guidelines and standard operational manuals to facilitate the smooth functioning of the institute
• Promote the work of the institute internally and externally including fostering relationships with think tanks, learning institutions, sister parliamentary training institutes and MDAs
• Ensure resource mobilization and preparation of annual budgets of the institute for incorporation into the annual budget of parliament and the parliamentary service
• Provide orientation, induction and continuing training programmes for members of parliament and members of the service and other stakeholders to foster capacity building and democratic governance
• Undertake research and disseminate information related to parliamentary practice and procedures
• Organise exchange programmes and internships with sister parliaments and perform any other function that is ancillary to the object of the institute or assigned by the board
• Perform any other duties that may be assigned by the clerk to parliament

Qualification Required & Experience

• A post-graduate qualification in an advanced research degree i.e (MPhil) or its equivalent with specialization in legislative studies, humanities, social sciences or a relevant discipline from a recognized university, with a minimum 8 years post master of philosophy degree qualification work experience OR
• A Doctor of philosophy in the relevant subject area with a minimum of 10 years post-doctor of philosophy degree qualification work experience
• An applicant shall be a member in good standing of recognized professional body

Age Limit: An applicant should not be above 55 years of age on the date of appointment to this post. This age limitation does not apply to an officer who has served in the public service or state agency before the attainment of the voluntary retirement age of 45 years
