Title: Head of Unit, Licensing & Regulations
Reports To: Director, Technical

Job Summary:

• Lead the development and enforcement of licensing frameworks and regulatory compliance within the gold sector, ensuring all industry participants operate within legal and ethical standards.

Key Responsibilities:

• Develop, implement, and oversee the organisation’s licensing framework, including evaluation, issuance, and renewal of licenses for all gold sector participants.
• Establish and enforce regulatory compliance mechanisms, ensuring adherence to legal requirements and industry best practices across the gold value chain.
• Create and implement regulatory policies and enforcement protocols to combat illicit gold trade, promote responsible mining, and strengthen compliance monitoring.
• Ensure all industry participants, including miners, aggregators, refiners, and exporters, operate within established legal and regulatory guidelines.

Qualification Required & Experience

Skills and Qualifications:

• Master’s degree in Public Policy, Law, or related field.
• Minimum of ten (10) years’ experience in licensing or regulatory compliance, with at least four (4) years in a senior role.
• Extensive experience in regulatory compliance, licensing, and enforcement within the mining or commodities sector.
• Knowledge of permit application requirements.
• Strong understanding of gold industry regulations and best practices.
• Proven ability to develop and implement regulatory policies and enforcement protocols.
• Experience in stakeholder management and government liaison.
• Knowledge of international gold trade regulations.
• Excellent communication and interpersonal skills.
• Excellent analytical, problem-solving, and decision-making skills.
