Position Title: Health & Safety Manager
Report Directly To: Operations Manager

Role Purpose:

• Ensure that the Company is in compliance and adheres to Occupational Health and Safety (OHS) guidelines to reduce market and work-related injuries.

Duties/Responsibilities

• Develop and Implement HSE Policies: Develop and implement HSE policies, procedures, and programs tailored to the unique environment of the Market Complex. Ensure that the HSE policies address the specific risks and challenges associated with the market's diverse activities and stakeholders.
• Conduct Risk Assessments: Conduct comprehensive risk assessments within the market complex, considering the specific hazards related to market activities, such as food handling, waste management, electrical installations, and crowd management. Develop and implement targeted risk mitigation measures.
• Ensure Compliance with Local Regulations and Standards: Stay informed about local HSE regulations and standards applicable to the market complex. Ensure that all activities and facilities within the market comply with relevant regulations and industry guidelines.
• Incident Management and Response: Establish an effective incident reporting and investigative system specific to the market complex. Respond promptly to incidents and accidents, ensuring that appropriate actions are taken to prevent reoccurrence.
• Emergency Preparedness for the Market: Develop comprehensive emergency response plans and procedures tailored to the unique challenges of the Market Complex. Conduct regular emergency drills and training for market staff and traders to enhance preparedness for potential emergencies.
• Engage with Market Traders and Associations: Build strong relationships with market traders and their associations to foster a safety culture within the market complex. Collaborate with traders' representatives to address safety concerns and promote safety awareness.
• Contractor Safety Management: Review and approve contractors' HSE plans and ensure their adherence to safety standards during project execution within the market complex.
• Conduct Targeted HSE Training: Deliver specialized HSE training sessions to the market staff, traders, and vendors, focusing on market-specific hazards and safety practices.
• Market Environmental Management: Implement environmental management programs that address waste management, pollution control, and sustainability within the market complex.
• Ensure Availability of Safety Equipment and PPE: Ensure that appropriate safety equipment and personal protective equipment (PPE) are readily available and properly used by market staff and traders.
• Recordkeeping and Documentation: Maintain accurate records and documentation of incidents, inspections, risk assessments, and safety-related activities specific to the Market Complex.
• Liaise with Local Authorities: Serve as the main point of contact for HSE matters with local authorities and agencies. Collaborate with relevant government bodies to ensure compliance with market-specific HSE regulations.
• Continuous Improvement in Market Safety: Continuously review and enhance HSE processes and procedures within the market complex to promote a culture of continuous improvement in safety practices.
• Facilitate HSE Communication: Establish effective communication channels to disseminate HSE-related information, guidelines, and safety measures among all market stakeholders, including staff, traders, and visitors.

Qualification Required & Experience

COMPETENCIES (SKILLS/KNOWLEDGE & ABILITIES)

• A Bachelor's Degree in Safety Engineering or related discipline
• A member of a relevant Professional body;
• Experience in managing Health, Safety and Environment issues of large enterprise such as malls, Universities, hotels, large shopping centres etc.
• A minimum of ten (10) years working experience.

Technical Competencies

• Ability to create, conduct and implement safety plans and risk assessment and ensure compliance.
• Ability to organize and attend safety walks and inspections to analyse safety risks or hazards
• Ability to educate employees on safety standards and expectations as well as safe machinery operation
• Knowledge and understanding of OSHA.

Managerial and Personality Competencies

• Ability to plan, organize and coordinate Health & Safety activities
• Ability to develop follow-up mechanism to monitor activities to avoid deviations.
• Strong leadership, team development and coaching skills;
• Strong analytical, critical thinking and problem-solving skills;
