Job Title: HUMAN RESOURCE MANAGER
Reporting Line: CHIEF OPERATING OFFICER
Job Summary
• The Human Resource Manager (HRM) is responsible for overseeing ACETs human resources strategy and operations including talent acquisition and management, performance management, policy development, and compliance in alignment with organizational goals and international standards. In collaboration with the CEO and Executive Leadership Team (ELT), the HRM will ensure that ACET fosters a values-driven, high-performance, and legally compliant workplace culture. The HRM will be responsible for leading a team of five (5) employees.
Roles and Responsibilities
Specifically, the Human Resource Manager will perform these functions:
Strategic Planning & Leadership
• Develop and implement an integrated HR strategy, covering talent acquisition, talent management, performance management, learning and development, and succession planning.
• Advise the CEO and ELT on human capital risks and opportunities related to organizational strategy and programming.
• Serve as ACETs Chief Values Champion, promoting and upholding the organizations values of efficiency, quality, and teamwork.
• Collaborate with Partnerships and Operations teams to assess talent needs for strategic initiatives during proposal and project design phases.
Talent Acquisition & Management
• Collaborate with Directors and Program heads to agree on the composition of staff to strengthen ACETs delivery portfolio.
• Maintain a pipeline of leadership and specialized talent to support succession planning and long-term organizational growth.
• Provide strategic oversight on employee lifecycle, including onboarding, learning and development to strengthen staff capabilities, retention and offboarding.
• Utilize HR data and metrics to drive continuous improvements in talent acquisition and management practices.
Employee Engagement & Well-being
• Oversee employee engagement and well-being initiatives which aligns with ACETs HR strategy and overall organizational objectives.
Performance Management
• Oversee the performance management framework, ensuring appraisals are conducted regularly, are meaningful, and contribute to employee growth and organizational effectiveness.
• Provide guidance on feedback mechanisms and performance improvement plans aligned with ACETs objectives.
Policy Development & Compliance
• Lead the development and continuous improvement of HR policies and procedures to ensure legal compliance and the promotion of best practices.
• Draft and manage employment contracts to ensure consistency and legal soundness across all employment terms.
HR Systems & Data Management
• Oversee the implementation and management of HR Information Systems (HRIS) to enhance operational efficiency in collaboration with ICT and Finance teams.
• Provide HR data and insights to leadership, supporting evidence-based decision-making.
Employee Relations & Conflict Resolution
• Act as the primary point of contact for resolving employee relations issues, including grievances and disputes, while ensuring confidentiality and compliance with legal frameworks.
• Foster open communication between employees and management to promote a collaborative and inclusive work environment.
Knowledge, Skills, and Abilities
• Demonstrated expertise in talent acquisition, talent management, performance management, and HR operations.
• Strong knowledge of international employment laws and HR best practices.
• Proven ability to lead HR teams and influence senior leadership.
• Strong interpersonal, advisory, and conflict resolution skills.
• Proficiency in HRIS platforms and HR analytics.
• Ability to work effectively across diverse cultures and regions
• Strong written and verbal communication skills

• Ability to align HR strategies with organizational goals, while balancing individual challenges and addressing skills gaps and career development needs.

Qualification Required & Experience
• Degree in Human Resource Management or related field (Masters preferred).
• Professional HR certification (e.g., SHRM, SPHR, CIPD) is a strong advantage.
• 8-10 years of progressive HR experience, including at least 5 years in a leadership role ideally in an international and non-profit organization.
