Job Vacancy: Implementation Coordinator, Disseminating Innovative Resources and Technologies to Smallholders (DIRTS)

Summary:
IPA Ghana seeks an Implementation Coordinator who will coordinate implementation of three major interventions under the Disseminating Innovative Resources and Technologies to Smallholders (DIRTS) study: marketing commercial rainfall index insurance products, marketing agricultural input technology packages and providing community-based mobile extension services. Lead Principal Investigators on the DIRTS study are Dean Karlan and Christopher Udry of Yale University. The study’s interventions are implemented in collaboration with the Ministry of Food and Agriculture, the Ghana Insurers Association and several other partners. This position will be based in Tamale, with required travel across the Northern, Upper East and Upper West Regions.

The Implementation Coordinator, working closely with the evaluation team, will design implementation protocols and auditing tools, oversee implementation finances, manage implementation field staff and coordinate implementation partner relationships. Specifically, the Implementation Coordinator will;

•  Coordinate implementation of rainfall index insurance marketing, including designing a marketing protocol and tracking insurance sales and outcomes
•  Coordinate implementation of agricultural technology package marketing, including designing a marketing protocol and tracking input sales and distribution
•  Coordinate implementation of community-based mobile extension component, including designing an extension protocol and monitoring the activities of community-based extension agents
•  Develop monitoring and auditing systems for implementation activities
•  Advise the evaluation team on evaluation protocols, tools and deliverables
•  Work closely with the evaluation team on the community-based mobile survey component
•  Manage relationships with the Ministry of Food and Agriculture, donors, regulatory bodies, local and international research institutions, and implementation partners
•  Create budgets and track financial expenditures

Qualification Required & Experience

It is required that candidates have:

•  An advanced degree (Masters or PhD) in agricultural economics, development economics or other field related to international economic development
•  Three or more years of project management experience, with one or more years experience in an agricultural project
•  Demonstrated ability to work successfully with diverse teams, partners and constituencies
•  Strong budgeting and financial management skills
•  Fluency in English, and strong oral and written communications skills
•  Willingness to commit to a two-year position

It is preferred that candidates have:

•  Advanced knowledge of data management in Excel and/or Stata
•  Experience in agriculture and/or agricultural insurance in Ghana
•  Experience designing implementation or evaluation projects, including supervising field teams
•  Fluency or proficiency in Dagbani
•  Willingness to commit to a three-year position
