The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.
Job Description
The Millennium Development Authority (MiDA) is therefore seeking to engage qualified persons for the following staff position in the MiDA, on a fixed term contract of five years, renewable yearly. Unless otherwise stated, all posts are based in Accra.
Roles and Responsibilities:
• Responsible for determining MiDA data and reporting needs and for identifying, implementing and managing appropriate data sources ensuring the quality, consistency, security and integrity of data in a timely, effective and reliable manner.
• Define and implement Monitoring and Evaluation and other data collection systems necessary to supplement the financial and procurement data collected in the SAP business application.
• Coordinate and oversee the overall Compact sector work planning and work scheduling processes and ensure that at) Compact sector work plans and schedules are appropriately documented into the electronic management information system.
• Develop, document, maintain, manage and implement Policies, Standards and Procedures, Plans and Activities, for data collection, documentation, maintenance, transfer, manipulation, management and security.
• Provide direction and strategy for supporting various end user applications and data file export formats for the completion of data reports and produce computerised progress reports for management decision-making and for stakeholder consumption. Support the MIS users in the understanding of the concept and use of the system and provide technical support with troubleshooting any technical and other software-related problems in conjunction with the IT Manager.
• Oversee system maintenance activities to be carried out by Consultant and work with Consultant to train and educate staff on data collection tools and technologies. Also coordinate with the MiDA IT Manager and the Consultant to conduct software upgrades and correct system malfunctions.
• Manage system user accounts and privileges.
Qualification Required & Experience
• Bachelor's degree in Business Administration or in Computer Science with a minimum of seven (7) years of professional experience in data management or allied fields for development programmes with focus on International development.
• Proven experience in using specialised computer programmes, especially statistical analysis software packages including Excel, SPSS and CSPRO.
• A general understanding of strategic planning and reporting and Programme management and an in-depth knowledge of Management Information System 's concept and system including an ability to train users in the concept and MIS usage.
• Strong multi disciplinary orientation and ability to work with a variety of Programme partners.
• Good coordination skills with Government entities, donors and local communities and proven ability to work in a national context and with international agencies.
• Excellent typing and report writing skills and an ability to, understand and interpret information, maps, diagrams, and forms.
