IJM Ghana partners with Ghanaian government agencies to tackle human trafficking by rescuing victims, ensuring perpetrator accountability, restoring survivors to safety and strength, and supporting public justice actors to strengthen systems that protect the vulnerable.
The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Lead, MERL who will lead in monitoring and evaluating programs that IJM Ghana is implementing to ensure that the design and implementation of those programs are leading towards the stated impact. The Lead, MERL will also lead in internal learning initiatives to have staff benefit from lessons across IJM offices. The Lead, MERL will play a critical role in designing and conducting research (both baseline and end line) that the office may conduct from time to time to gain understanding on phenomenon under study. The Lead, MERL will develop networks to gain governmental and non-governmental data and merge with IJM data to better understand trends of the performance of criminal justice system and make sense of the evidence and be a key advisor when designing new programs. The Lead, MERL will design measurement tools that will be incorporated in IJM operations that will provide data to feed into IJM programs. The Lead, MERL will provide leadership to IJM staff to learn from the results that is obtained from the field and inculcate MERL culture in staff as they conduct their daily duties. Lead, MERL will provide quality assurance to programs and enhance technical capacity for staff implementing the programs.
This position is based in Accra, Ghana and reports to Senior Manager, Programs.
Responsibilities:
• Assess and monitor progress of programs against the theory of change in the transformation of criminal justice system to measure the success of our 2030 vision;
• Generate and maintain up-to-date data and evidence to leverage and inform strategic decisions around scaling impact;
• Spur learnings from the programs and transfer the learnings in making strategic decisions to deliver program excellence;
• Build rigorous system that assess the progress of IJM Justice System Transformation (JST) program to ensure that the programs are leading towards the outcomes;
• Spur innovation within the JST program to drive cost effectiveness, scalability, and reliability;
• Build strategic relationships with other partner agency technical experts on MERL, government agencies, civil societies, academic institutions, to share pertinent data;
• Design measurement tools for all Public Justice System (PJS) capacity building initiatives by IJM office;
• Support office leaders to ensure timeliness on MERL and Program deliverables as per schedule and achieve the detailed implementation plan meeting the office objective and donor requirements;
• Represent IJM Ghana at meetings and conferences organised by partner/government agencies and contribute to the regional justice systems standards and protocols on MERL.
• Support a team that embodies IJM’s Spiritual rhythms and core values that efficiently and effectively delivers on their mandate.
• Participate in IJM's community of spiritual formation.
Qualification Required & Experience
Requirements:
• Master’s degree in Monitoring and Evaluation or Anthropology or Social Sciences or Public Policy or International Development;
• Extensive experience and expertise in program design and a strong understanding of MERL methods;
• At least 10 years of specialist or senior level support development programs in Africa preferably on advocacy, accountability, justice, and governance programs;
• Membership of a professional society on MERL in Africa would be an added advantage;
• Highly proficient in Microsoft Office programs and data management software (ODK, ONA, tableau, etc.);
• Competence on Salesforce will be an added advantage;
• Proficient in writing and presentation skills;
• Ability to use tools for monitoring and evaluation and data analysis;
• Demonstrated ability to develop effective working relationships; and
• his position requires occasional travel within Ghana.
