Job Vacancy For Management Information Systems (MIS) Officer At Ministry of Food & Agriculture (Kumasi)
The Government of Ghana has received a loan from International Fund for Agricultural Development (IFAD) various currencies towards the cost of implementing the Root and Tuber Improvement and Marketing Programme (RTIMP). The programme is expected to be implemented across 90 districts in Ghana.
It is intended that part of this loan will be applied for the recruitment of two (2) Capacity-Building and Linkages Officers (CBLO) for Techiman and Koforidua Zonal offices and one (1) Management Information Systems (MIS) Officer.
Applications are invited from suitably qualified individuals for the position of one Management Information Systems (MIS) Officer in the Root and Tuber Improvement and Marketing Programme of the Ministry of Food and Agriculture.
The Management Information Systems (MIS) Officer will assist in the collection and management of the Programme's data and information.
The employment contract would be for one year, renewable based on performance. She/he will be based at the Programme Coordination Office in Kumasi and work to the National Programme Coordinator through the Monitoring and Evaluation Specialist (MES).
Specific responsibilities will include but not limited to:-
• Assist the head of the m&E unit in monitoring of field activities, analysis and record of data/information
• Liaise with users of the MIS system to be implemented; and carry out analysis to determine information processing needs
• Design the data structures and database which would cover areas such as: Crop Budget, Production prospects, Yield studies, Market surveys, Processing, Extension service, Credit disbursement and repayments, and cross-cutting issues on monitoring and evaluation, gender etc
• Design and advice in the procurement of relevant software to lead the database, process transactions, maintain controls, check data consistency and integrity and generate useful report from system activity
• Document the system and write user manual on the operation of the MIS
• Provide support and assistance to the end-users to enable them to operate independent of the MIS Unit
• Maintain and enhance the operational system as the need arise
• Ensure that appropriate internal controls are integrated into the MIS to guarantee accuracy, integrity, completeness and safety of the Information produced and stored
• Make the best use of IT tools to deliver concise and relevant solutions and reports in a timely manner
• Work with other Specialists and staff of RTIMP to ensure gender disaggregation of data and records
• Carry out other duties that may be assigned by the National Programme Coordinator
Qualification Required & Experience
• A university degree (or equivalent qualification) in Computer Science or related Information Technology (IT) discipline
• At least 3 years working experience in Management of Information Systems
• Expertise in information systems control
• Experience in the Agricultural systems of Ghana and especially the Root and Tuber Sub sector
• Proficiency in standard desktop applications, including not limited to Windows XP, Windows Server Operating System and related technologies
• Excellent knowledge of Office Technology Hardware e.g. PC, Printers, Fax Machines
• Administer LAN and WAN Communications Systems
• Sound practical experience in database, database administration, SQL, Access or DBMS related applications
• Good understanding of database structure and design
• Computer literate especially in software of Microsoft Office, SPSS and other related Computer Programming Skills
• Well developed analytical problem solving skills
• Outstanding communication and presentation skills
• Willingness and ability to work in a team
• He/she must be committed to keeping abreast with developments in the IT industry; and must seek ways of incorporating these changes and learned skills into operations for the effective and efficient management of the information resource
• Membership of a recognized IT or IT - related professional body is an advantage
• Willingness to work extra hours and sometimes on weekends
• Experience in Scion-economic data analysis and Monitoring of Pro gramme and Project would be an added advantage
