PATH seeks a Monitoring and Evaluation (M&E) Officer to provide support to a new project in Ghana, implemented under the global MalariaCare partnership, a USAID - funded program available to support case management support to PMI focus and other countries.  MalariaCare aims to achieve universal diagnosis and appropriate case management for malaria by strengthening the capacity of malaria-affected countries at all levels of the health system to provide high-quality diagnostic and treatment services for malaria and other febrile illnesses. This position reports to the M&E Manager for MalariaCare, Ghana.

Job Description     

Based in Accra, the M&E Officer will be responsible for the following key activities:

•   Ensure the alignment of research and M&E activities with program goals.
•   Coordinate data collection with government partners to monitor program development and ensure timely compilation and reporting of data.
•   Conduct field visits for data validation to monitor the quality and completeness of data sets.
•   Provide technical support to government partners in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.
•   Contribute to quarterly and annual narrative reports on program progress for submission to USAID.
•   Collaborate with counterparts and partner organizations in work planning and program implementation.
•   Lead building government partner capacity to manage and analyze data management and information systems.

Required Skills

•   Fluency in English to include reading, writing and speaking.
•   Proven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions and others at all levels.
•   Excellent organizational practices.
•   Demonstrated proficiency in Microsoft Office, including Excel, Access, and Word.
•   Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar).
•   Knowledge of USAID-funded project reporting and analysis is desired.

Qualification Required & Experience

•   Master’s degree in demography, epidemiology, statistics, health, social sciences, or related field.
•   A minimum of five years of demonstrated experience in monitoring and evaluating complex health and development programs.
•   Experience in conducting and/or overseeing operational research is a plus.
•   Training and expertise in quantitative and qualitative research methods.
•   Experience with GIS mapping and info graphics preferable.
•   Strong knowledge of monitoring and evaluation methodology data analysis and plan development, including conceptual frameworks and logic models.
•   Experience in managing facility health data and data systems.

Candidates must have legal authorization to work and currently reside in Ghana.
