The
Millennium Villages Project (MVP) is a joint initiative of the Earth Institute at Columbia University, the UNDP, Millennium Promise (a private philanthropy) and the governments of African countries, including Ghana. The MVP adopts an integrated approach to help populations in severely deprived villages to break the cycle of extreme poverty and realize the Millennium Development Goals. Sectors within which the MVP intervenes include agriculture, infrastructure, environments, health, education and business development among others. In Ghana, the MVP operates in the Amansie West District of the Ashanti Region, and works with a cluster of 30 contiguous villages with an estimated total population of 30,000 people
Description Of Job
A M&E Co-ordinator is being recruited for the Millennium Villages Project site, to oversee all aspects of monitoring and evaluation.
Specific responsibilities include:

Impact assessment: Managing all survey-related work in the site. This includes preparatory work for surveys; training, oversight, and management of survey staff (enumerators, supervisors, editors and data entry clerks); co-ordination of survey field and data systems; data cleaning and indicator generation; data documentation; assurance of host-country Institutional Review Board compliance; generation of site-reports; and handling all data requests

Performance monitoring: The Millennium Villages Information System (MVIS) has been developed as a real-time information platform to house all quarterly data. The candidate will generate site reports from the system for sector coordinators, and facilitate the interpretation of these data in line with site priorities in relating to achieving the MDGs. The candidate will also conduct periodic audits of data quality at all sites in partnership with the Science Co-ordinator - and assume responsibility for the overall quality of data being entered into the system. Finally, the candidate will work with the Science Co-ordinator to facilitate a process of quarterly progress meetings with the site team to feedback data on key metrics with the aim of making adjustments that improve the coverage and targeting of interventions

Reporting and Data Analysis: Vetting all data being reported by the Millennium Villages site on progress in achieving the MDGs. Working in partnership with the Science co-ordinator, MDG Centre, and EI team in conducting analyses of data where relevant, generating tables and presentations as needed, presenting at academic forums in the region, and contributing towards peer-review publications

Qualification Required & Experience
The M&E Officer will have the following minimum qualifications:
• A Bachelors degree or in Epidemiology, Statistics or a related discipline
• 1-3 years of field research experience including undertaking survey work
• Fluency in statistical software including CS-Pro, Excel, SPSS and Stata; Geo-referencing skills desirable
• A proven track record of data management
• Demonstrated capacity in generating scientific reports, data tables, presentation materials and scientific outputs
• Familiarity with the Millennium Villages Project and its field and data management systems would be an advantage
