Job Title: Monitoring & Evaluation Officer

Project Description:

•   The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID through Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is to improved the livelihoods and nutritional status of vulnerable households in Northern region.Ghana.

Job Location: Tamale, Ghana

Reporting Relationship: Monitoring & Evaluation Officer reports to M & E Specialist

Major Duties and Responsibilities:

The main duties of the Monitoring & Evaluation Officer are as follows:

•   Assist the M&E Specialist to implement the Performance Monitoring Plan; including gathering data from partner organisation responsible for field operations, analyzing data to track project indicators, preparing progress reports to satisfy reporting requirements;
•   Support the M&E Specialist/M&E team to establish and effectively roll out data capture tools and procedures to enable accurate and timely monitoring and reporting on all projects;
•   Train DA/ NRCC staff in use of monitoring tools and applications and propose any additional resources needed to complete the activities and assist in the monitoring of the local partners;
•   Travel to field sites to follow up independently with program beneficiaries;
•   Ensure accuracy and timelines of data entered in to Global Communities Project Management Database
•   Collect quantitative and qualitative data including leading/conducting focus group discussions and key informant interviews;
•   Participate in discussions with government officials and representatives to establish consistency in the use of indicator definitions and data sources;
•   Assist in developing and applying different M&E and learning methods (including monitoring systems, tools for data collection and analysis, evaluations and participatory reviews) and systems for using the learning in program decision-making to improve impact;
•   Review information collected through the monitoring process;
•   Draft data analysis reports for management ;
•   Work with the M&E Specialist/M&E team in ways to enhance learning from and between partner program evaluations and promote monitoring and evaluation systems, and sharing experience/learning;
•   Collaborate with partners and stakeholders to implement and maintain monitoring and evaluation efforts;
•   Assist the M&E Specialist/M&E team to prepare drafts of Terms of Reference, project deliverables and other additional technical components of any solicitations for M&E-related contract/sub-agreements;
•   Assist in implementing Global Communities M&E framework, which will inform the overall Learning Agenda and program performance
•   Respond to information requests from project managers and government and private partners
•   Stay updated on developments in monitoring and evaluation trends.

Qualification Required & Experience

•   A minimum of first degree in Statistics, Social Sciences or related discipline.
•   Minimum of 3 years relevant working experience with commensurate responsibility (preferably with an INGO or development agency).
•   Proficiency with software including Microsoft Office Suite
•   Experience with statistical packages (i.e. SPSS or STATA).
•   Familiarity with and ability to use modern office equipment (scanner, photocopier, projector, etc.)
•   Strong writing  and public presentation skills
•   Ability to develop and carry out work plans and solve problems independently
•   Attention to detail
•   Self-motivated and able to meet tight deadlines
•   Strong interpersonal and communication skills
•   Comfortable with team-oriented approach to work, preferably in a multi-cultural setting.
