Summary of Project

The USAID/Financing Ghanaian Agriculture Project is an effort to address one of the key constraints that restrict the development of commercial agriculture in Ghana – access to finance necessary to enable investment in agricultural value chains. This Project provides a comprehensive and integrated approach to facilitating agriculture related investment, engaging a broad range of Ghanaian Financial Institutions (banks, private equity firms, leasing companies, investment funds, etc.) in providing agricultural oriented financing. It facilitates investment in the agriculture sector in Ghana that will complement other Government of Ghana (GOG) and donor programs aimed at expanding commercial agriculture.

Summary of Job

The Monitoring and Evaluation Officer is responsible for designing and implementing the M&E system for the project. This involves developing the project results framework, including baselines for pre-determined and project developed indicators related to agricultural investment. This M&E system should be developed so as to provide information that not only tracks project implementation and outcomes but also puts the project in perspective in regards to the larger agricultural investment environment.

Roles and Responsibilities

•  Design and implement M&E system, including baseline data collection, quarterly milestone reports as well as yearly and final evaluation reports
•  Oversee and develop local M&E expertise through individuals and/or local firms
•  Integrate system into other FtF Monitoring and Evaluation efforts
•  Communicate M&E data within project as well as to external stakeholders such as Ghanaian government agencies and other USAID contracts such as METSS and GCAP

Qualification Required & Experience

•  Graduate degree in social sciences, skilled in quantitative data analysis.
•  Expertise in evaluation of agriculture investment, international development, finance, economics or related field of study.
•  Ten (10) years relevant experience, preferably including experience in Ghana or West Africa
•  Experience with USAID highly desired
