Monitoring & Evaluation Specialist wanted for immediate employment by World Bank

Qualification Required & Experience

•  At least a Master's degree in Economic, Public Policy, Social Development or equivalent from a reputable unversity or at least, 7 years of experience in Monitoring and Evaluation at management level in governmental or non-government organisation
•  At least several years of proven experience in:-
1)  The logical framework approach and other strategic planning approaches
2)  M&E methods and approaches (including quantitative, qualitative and participatory)
3)  Planning and implementation of M&E systems
4)  Working IT systems and being familiar with salient M&E modules of large, computer based Managament Information       systems
5)  Training in M&E development and implementation
6)  Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders
7)  Information analysis and reporting writing
8)  Computer skills
9)  Leadership qualities, personnel and team management
10) Experience in M&E system design
11) Experience in data processing and with computers

•  Fluency in English is mandatory, knowledge of local langauge is an asset
•  Excellent communication and inter-personal skills
•  Demonstrated knowledge of youth employment issues, private sector and skills development
•  Familiarity with Ghanaian institutional setting in the area of youth development, private sector and skills and development
•  Strong aptitude and proven record of working with teams the include government staff, field-based staff and development partners
•  Excellent organisational skills and demonstrated ability to work independently without any supervision and deliver assignments in a timely manner under time constraints
•  Strong analytical and problem-solving skills
•  A record of prioritising and managing time to deliver high priority and top quality products, This ability must be coupled with a tolerance of and capability to manage significant uncertainties in the work programme
