Overview:
• URC implements the USAID Quality Services for Health (Q4H) Activity in Ghana. The Activity’s purpose is to strengthen the institutional capacity of the Government of Ghana (GoG) to promote and oversee improved quality health services in the public and private health sectors. This four-year activity supports the GoG and stakeholders, including both recipients (or civil society) and providers of services, to sustainably improve the quality of health service delivery to improve health outcomes in Ghana.
Responsibilities:
Supervised by the Director of Finance and Operations, the Operations and Procurement Manager will oversee the procurement and operations functions of the Q4H Activity. Her/his roles and responsibilities include, but are not limited to, the following:
• Supervise Procurement and Operations Officer and Drivers
• Develop weekly/monthly field travel schedules, coordinating between program staff and drivers to allocate use of vehicles
• Maintain individual files on each vehicle, documenting all repairs and operating costs, including gas and oil consumption and breakdowns.
• Ensure that all documentation concerning the vehicle is current such as registration, insurance policy, license plates, and logbooks.
• Monitor vehicle logbooks weekly.
• Keep track of fuel card use for each vehicle and reconcile bills and vehicle records monthly.
• Analyze trip requests and note patterns and requirements to ensure that the fleet is adequate and responding to all needs.
• Ensure that drivers receive needed driver trainings and remain current with performance and maintenance requirements of Q4H vehicles
• Ensure that drivers undergo periodic health check-ups, eye tests, and have valid driver’s licenses.
• Oversee adherence to vehicle maintenance plan and availability and functioning of all safety equipment
• Oversees procurement trackers and development of annual procurement plan
• Oversees procurement processes, including review of purchase requisitions, request for quotations, supplier selection, negotiations, and contracts.
• Spearheads the process of supplier pre-qualification and management.
• Oversees the analysis, negotiation, and preparation of contractual agreements so that appropriate terms and conditions are included to protect the interests of the organization.
• Stays abreast of donor policies, procedures, rules and regulations; compiles and updates applicable local policies.
• Manage Inventory to ensure tagging and branding of assets is conducted.
• Be responsible for the organization of stores; s/he will issue and ensure all inventory in the stores is safe and adequately recorded on a daily basis.
• Oversee the regular upkeep and maintenance of the store, ensuring the availability of adequate amount of office stationery, cleaning material and other goods in the stores.
• Conduct monthly inventory counts of stock and ensure that stock cards are created, up-to-date, and accurate.
• Maintain confidentiality in dealing with all personnel matters.
• Perform other tasks as assigned.
Knowledge, Skills, and Abilities:
• Good communication and presentation skills in English, demonstrating an ability to communicate with various audiences
• Excellent interpersonal, facilitation, team building, and coordination skills.
• Excellent knowledge and experience with Windows, Word, Excel, PowerPoint, and other data processing and graphical presentation software.
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy highly desirable.
Qualifications:
• Bachelor’s degree in Business Administration or related field.
• Minimum eight years of experience in program administration.
• Prior experience working with USAID and other international donors and knowledge of USAID and US Government policies and procedures.
• Demonstrated effective interpersonal skills, leadership, creative problem-solving and ethical management.
• Excellent oral and written communication skills.
• Ability to work in a complex environment with multiple tasks, short deadlines. and intense pressure to perform.
• Strong leadership skills and the ability to coach, mentor, and develop capacity in staff and stakeholders.
• Fluency (oral and written) in English
