The U.S. Embassy in Accra, Ghana is seeking an individual for the position of a PROCUREMENT CLERK in the General Services Office of the Embassy.

BASIC FUNCTION OF POSITION

Under the direct supervision of the Procurement Agent, incumbent in this position will insure that  items requested are in stock or not at the warehouse before any other action is taken. When items are not in stock, a determination will be made, based on how quickly the item is needed, whether the item will be purchased locally or offshore. This position is primarily concerned with ordering items from agency headquarters, GSA, etc., and some procurement of difficult-to-obtain items is accomplished by local market purchase order action. Must provide services which meets ICASS
services standard.

Incumbent is responsible for all actions necessary for procuring the complete line of items and services required by Embassy Accra; responsible for the procurement of variety of commodities and services, including, but not limited to, office furniture, equipment and supplies, household furniture and equipment, vehicle parts and petroleum products from various vendors, both on and offshore; reviews

procurement requests for completeness and presence of necessary technical information, conferring with originator if necessary; obtains or prepares technical specifications and estimates probably cost; and functions as an occasional money holder making purchases under pre-determined purchase order agreement.

Qualification Required & Experience

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Completion of secondary school is required.
2. Minimum of two years of clerical experience in a logistical, procurement, or supply environment is required.
3. English level III required. Limited knowledge of the written and spoken language, and a vocabulary limited to a specific occupation. Job holder will be able to understand and carry out verbal instructions of a repetitive nature, and prepare simple forms or reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
4. Must have knowledge of USG procurement and related requirements. Must be able to establish files and track purchases from time of inception to receipt and delivery. Must know customer service practices.
5. Must be able to balance demands between various customers, organize and prioritize work, and work in a team environment. Must be able to use a computer and basic software, such as MS Word and MS Excel or similar programs. Computer skills will be tested.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
