Summary:
IPA seeks a Project Coordinator who will assist with implementation and evaluation of EUI’s Agricultural Insurance program and Farmer Extension Agent program. These initiatives are led by Dean Karlan and Christopher Udry of Yale University and are implemented in collaboration with the Ministry of Food and Agriculture and the Ghana Insurers Association. This position will be based in Tamale, with required travel across the Northern, Upper East and Upper West Regions.
The Project Coordinator will assist with budget making, project design and planning, field staff management, and partner relationship management, including with the Ministry of Food and Agriculture (for the Farmer Extension Agent Program), and with the Ghana Insurers Association (for the Agricultural Insurance program).
The Project Coordinator will also be responsible for the following tasks:
• Initiate the development of new research proposals including both the technical design as well for funding support
• Attend regular meetings with local government officials, NGOs and academics
• Disseminate results via local and international presentations, reports, and publications, to academic and non-academic audiences
• Liaise with US-based Principal Investigators, IPA Ghana staff and IPA headquarters
In particular, the EUI Project Coordinator will:
• For the Farmer Extension Agent program,
a) Coordinate development of content for the mobile application database, in designing measurement tools for agricultural labor and plot-specific shocks, and in developing data quality and content quality protocols.
b) Coordinate the evaluation and training workshops with the Ministry of Food and Agriculture.
c) Oversee and monitor implementation of the pilot in 25 communities in Northern Ghana, including oversight of incoming data collected using mobile phones.
c) Coordinate the launch and the evaluation of a large scale program in 2013.
• For the Agricultural Insurance and main survey activities,
a) Oversees the focus group discussions and pilot activities to test new project instruments and scripts.
b) Write reports for donors and stakeholders.
c) Refine study design and surveying instruments
d) Check, clean and analyze incoming data and assisting in preliminary analysis using STATA.
e) Oversee and monitor data collection and survey field work, including planning, logistics, hiring, and training.
Qualification Required & Experience
Requirements:
IPA is seeking candidates who meet the following requirements:
• Masters or PhD in agricultural economics, development economics, or field related to international economic development is required.
• At least three years of project management experience are required. Extensive experience supervising, designing and implementing data collection and/or field work activities, and managing teams of field workers, is preferred.
• Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies are required.
• Strong budgeting and financial management skills are required.
• High level of proficiency in English and Dagbani, and strong oral and written communications skills, are required.
• Advance knowledge of data management, econometrics, and programming in Stata.
• Experience in agriculture and agricultural insurance in Ghana is preferred.
The commitment sought for this position is a minimum of two years, three years is preferred.
