Description Of Job

The PROMISE Project Manager leads the PROMISE team and reports to the Programme Coordinator of CARE-Ghana. The position is based in Tamale, and covers project implementation, management and coordinating responsibilities in Northern and Upper East Regions of Ghana.

S/he is responsible for overall leadership, strategic direction, management and delivery of PROMISE Expected Result Areas in accordance with the agreement signed between CARE Ghana and CARE Canada, and CARE Ghana policy guidelines and procedures.

S/He is also responsible for the principal tasks below

Key Responsibilities:

•  The Project Manager supervises 2 Project Facilitators who are staff of CARE and also work with 2 local NGO Partners.
•  Facilitating team work and effectiveness through regular project team meetings, and ensuring adequate communication within project team.
•  Initiating project start-ups and closeouts in line with CARE Ghana checklist and guidelines.
•  Conducting annual capacity assessments of partners to ensure partners have adequate capacity for project implementation.
•  Leading assessments of PROMISE partners/sub-grantees, as well as development and implementation of post-award sub-grantee contracts.
•  Monitoring of partners implementation against agreed work-plan and sub-grant contract and ensuring timely support and quality assurance.
•  Establishing and implementing systems for partners narrative and financial reporting
•  Lead the design and implementation of participatory monitoring and evaluation plans
•  Ensure documentation of processes, progress, results, impacts and lessons learnt to inform development of donor annual technical and financial reports
•  Conduct regular project reviews with PROMISE team, partners and collaborators to assess status of project implementation against project outputs and outcomes
•  Take lead responsibility for documentation of project donor technical and financial reports on schedule as agreed in the donor IPIA.
•  Ensure the management of the project complies CARE Ghana HR, Administration and Financial policies and regulations
•  Ensure compliance with donor and CARE Ghana reporting requirements

Qualification Required & Experience

•  5 years progressive experience in the area of project management and promoting gender equality
•  Experience in working with local communities, partnership with local NGOs and District Assemblies structures
•  Knowledgeable in food security and nutrition issues
•  Demonstrated capacity in at least two of the following areas: equity and diversity; vulnerability, governance and institution capacity building; poverty alleviation; and conflict resolution.
•  Excellent facilitation, negotiation, networking, interpersonal and communication skills
•  Excellent administrative and project planning skills, management and communication and report writing, monitoring, supervisory and coaching skills
•  Proven competencies in designing and conducting training and workshops
•  Experience in the usage of computers and office software packages (Word, Excel, PowerPoint, and Internet)
•  Excellent spoken and written English
