Optimal Africa Research, Ltd. [OAR], a Ghana-based monitoring and evaluation firm, is seeking a Research & Evaluation Design, Analysis, and Training Specialist. OAR is a spin-off from Optimal Solutions Group, LLC [Optimal], an U.S.-based public policy research firm. OAR designs and conducts rigorous evaluations, cost-benefit analyses (CBAs), and other analyses for international funders, i.e., U.S. Agency for International Development (USAID).
Description Of Job
Responsibilities:
• The Research & Evaluation Design, Analysis, and Training Specialist will design and implement impact evaluations, including randomized control trials, quasi-experimental designs, and conduct cost-effectiveness studies across a range of education domains .
• This position is for an Evaluation Program in Ghana funded by the USAID.
• The objectives are to build, improve, strengthen evaluation and monitoring capacity at different levels within the Government of Ghana and local institutions; and promote evidence-based decision-making in the education sector.
Qualification Required & Experience
Qualifications and Requirements:
• Master degree or equivalent in Economics or related field
• Demonstrated abilities in program/project results monitoring and reporting
• Demonstrated technical expertise, ample field experience, and specific technical experience in quantitative impact analysis methodologies, including randomized trials and cost-effectiveness studies
• Field survey design and implementation experience
• Ability to rapidly develop impact evaluation scopes of work and consolidate independent relationships with technical level public officials and civil society partners
• Fluent in written and spoken English
