Ipas seeks a Senior Research and Evaluation (R&E) Associate based in Accra, available immediately. The Senior Associate will provide technical leadership on research, evaluation and monitoring strategies and projects, and work closely with others to ensure effective design and implementation of research, evaluation and monitoring plans. This person will serve as principal investigator on research and evaluation studies and be actively involved in dissemination of R&E findings and efforts to secure and maintain donor support for our work. Project management, communication, and data analysis skills are essential.
Responsibilities:
• Provide technical and managerial oversight of the implementation of M&E systems, including data collection, data management and documentation, and results reporting
• Ensure quality control and consistency with Ipas global standards for M&E
• Facilitate routine review and use of M&E findings for programme assessment and modifications
• Contribute to document preparation for donors and other stakeholders, including data and narrative inputs
• Conduct for oversee the design and implementation of research and evaluation projects, including conceputalisation, budget management, collaboration with local research partners, data analysis, interpretation and dissemination of study findings
• Oversee or train staff and consultants in M&E data collection and processing
• Oversee the work of Ipas Ghana R&E staff, consultants and interns
• Maintain regular and ongoing communication with R&E staff in Ipas headquarters office
• Conduct dissemination of R&E findings, both internally and externally, including workshop organisation, report preparation, conference participation and contributing to peer-reviewed journal articles; provide leadership in dissemination and utilization of data for making programmatic decisions for both Ipas and the broader reproductive health community
• Represent Ipas at local, regional and global professional meetings and conferences
• Collaborate with other Ipas units and country programmes to achieve overall organisational objectives
• Carry out other duties as requested
The duty station for position is Accra, Ghana, and the offer will be on a one/two years renewable contract basis, subject to good performance and availability of funds. Remuneration will be based on qualification and experience, commensurate with industry standards
Qualification Required & Experience
• Doctoral degree (Ph.D, Dr.PH.) in public health (epidemiology, biostatistics, health policy) or social science (sociology, economics, political science)or a master's degree with additional work experience
• Medical training a plus
• 7+ years experience conducting monitoring evaluation and research in reproductive health programmes. 10+ years required for applicants with masters degree
• Strong quantitative skills, including demonstrated ability in the collection, analysis and presentation of quantitative data
• Demonstrated ability in word processing, spreadsheet (Excel) and statistical computer packages (Epi Info, Epidata, STATA, SPSS, SAS, R). Experience with qualitative packages desired
• Qualitative research experience desired, especially in community-based R&E methodologies
• Strong management skills, including experience in project administration, supervision of field staff, and communication among global and national staff and partners
• Strong written and spoken communications skills
• Experience in an international health or development organisation an asset
• Ability and willingness to travel domestically and regionally, up to 35% of working days per year. A limited amount of international travel is required
• Ability to represent Ipas externally, including negotiations with partners and donors
• Strong interpersonal skills and the ability to work successfully in a cross-cultural, team-based global environment
