Job Purpose

Under the general guidance of the Social Protection Specialist (L4), the Social Protection Officer (NOB) is accountable for effective engagement with the Ministry of Employment and Social Welfare (MESW) and the Department of Social Welfare (DSW) to support the development and implementation of the operations and systems for the Liveihood Empowerment Against Poverty (LEAP) Programme takes place. Particular attention should be given to the rollout of the Common Targeting Mechanism (CTM) in 30 districts. The Specialist is also responsible for providing technical input for the development of the National Social Protection Strategy (NSPS) and Policy and interaction between LEAP and the other Social Protection Interventions

Main Duties And Responsibilities

•  Support the Department of Social Welfare (DSW) to ensure the adeqaute implementation of the LEAP Programme/ Identify areas of administrative, financial and logistics support and act accordinly
•  To support the definition of the operational aspects of the LEAP Programme and the revision of all guiding documents (e.g. Operational Manual, Programme Document, Annual Work Plans, building Capacity Plans, communication Strategy, etc.) Particular attention should be given to the roll-out of the Common Targeting Mechanism (CTM) in 30 districts
•  To private input for the design and adjustment of the programme and its M&E Framework and components.
•  To private input for the development of the National Social Protection Strategy (NSPS) and Policy and interaction between LEAP and the other social Protection interventions
•  To ensure the technical and financial assistance required is adequately provided to the DSW on time (contracts, reports etc
•  To undertake monitoring activities and produce periodic reports and analysis
•  Prepare country programme documentation, reports and analysis

Qualification Required & Experience

•  University degree, preferably advanced university degree or equivalent background, in Social Sciences International Relations, Political Science, International Finance, public relations, media, communication or other relevant disciplines

Work Experience

•  3 years of progressively responsible professional work experience in the development and implementation of field programmes, with special emphasis on cash transfer programmes and social protection intervention.
•  Experience in monitoring and evaluation processes an asset (knowledge of statistics)

Language Proficiency

Fluency in English required. Another UN language is an asset
