Job Vacancy For Technical Advisor (Municipal Solid Waste)

Project Brief:
The Sekondi-Takoradi Metropolitan Assembly (STMA) has applied to the C40 Cities Finance Facility (CFF) for support in structuring and preparing the “Integrated Waste Bio-Digestion and Recycling Project.” The project aims to divert at least 80% of municipal solid waste from landfills through recovery and recycling, by establishing a biodigester processing around 100 tonnes of organic waste per day, a material recovery facility at the Sofokrom landfill site, and a city-wide three-bin waste separation system for households and businesses. The project’s overarching objectives are to reduce greenhouse gas emissions from the waste sector, prevent drain blockages and flooding, reduce plastics
leakage into the ocean, and improve community health. It is also expected to create green and safe jobs, particularly for informal waste workers and women, while generating economic opportunities and promoting equitable participation in the waste sector.
Scope of Role
The Senior Project Advisor (SPA) will work in the global project C40 Cities Finance Facility (CFF) as Technical Advisor to the Sekondi-Takoradi Metropolitan Assembly (STMA). S/he will work in close coordination with the global CFF team and liaise with GIZ and C40 programmes in Ghana.
Tasks:
• Serve as a focal point between the STMA administration, technical national and international consultants/advisors, and members of the implementing agencies (GIZ & C40) located in Accra, London, South Africa, and Germany.
• Build an effective working relationship between CFF and the STMA team based on mutual trust and respect.
• Support the STMA administration in the identification and delivery of technical assistance and capacity development measures.
• Support the city project team in developing Terms of References (ToRs) for national and/or international technical consultants.
• Support GIZ in the procurement of local and international consultancy services and in the supervision of the delivery of consultancy
services on a day-to-day basis (quality control of deliverables, technical backstopping).
• Provide (technical) guidance to CFF technical advisors/consultants.
• Lead the reporting on the progress of project objectives and indicators and if necessary, identify and facilitate additional technical support.
• Support the city administration to document and disseminate their learning with other cities and contribute, where possible, to the development of tools and other knowledge products developed by CFF.
• Act as an advisor to the city in meetings and discussions with potential funders and other interested stakeholders.
• Maintain strict confidentiality of information and documentation obtained from the city and CFF
Qualification Required & Experience
• Master’s degree in Environmental Engineering and Management, Finance, Climate Change Environmental Science or a related field.
• At least five (5) years of professional experience in public administration, with a strong understanding of local government structures and the administrative processes at both municipal and national levels in Ghana.
• Proven experience in project development and financial progression, preferably within the areas of waste financing or climate-focused urban infrastructure projects.
• At least 8 years’ work experience in the field of Waste Management, organic waste treatment, Bio-digestion, or Infrastructure project development.
• Demonstrated experience working with community organisations or the informal sector in waste management is an advantage.
• Demonstrated ability to lead multidisciplinary teams and manage stakeholder relationships
• Experience working with development finance institutions and donor-funded projects
• Strong networking and excellent communication skills
