Job Vacancy For Technical Advisor – Pharmaceutical Governance and Regulation

Project Brief:

• The new programme “Strengthening the Ghanaian pharmaceutical sector with a focus on local vaccine production” takes a holistic approach to promoting the pharmaceutical private sector with a special focus on vaccine production: (i) strengthening the coordination of relevant public and private sector actors and in particular the national regulatory authority, (ii) training of specialists for the private sector and science, (iii) promoting research and development, (iv) promoting the pharmaceutical private sector.

Scope of Role:

• As a technical advisor for pharmaceutical governance and regulation, you support the programme’s intervention area 1. You take technical responsibility for the results-based planning, implementation and monitoring of specific activities that develop the capacities of partner institutions.

Tasks:

• Providing technical, process, strategy and implementation advice to MoTI and other stakeholders regarding the pharmaceutical
manufactural policy and alignment with other national and international initiatives.
• Strengthening institutional capacities of the FDA regarding its regulatory role for pharmaceutical products and vaccines in line with WHO standards as well the harmonisation of regulatory standards.
• Supporting the public-private stakeholder dialogue including government, the private sector and its associations as well as research and training institutions.
• Regarding above-mentioned areas, (i) coordinating technical, logistical, equipment and financial support for partner institutions, (ii) preparing analyses, strategies, operational plans, concept notes, reports etc., (iii) providing strategy and implementation advice to programme management.
• Regarding above-mentioned areas, ensuring (i) compliance with GIZ rules and procedures and appropriate documentation of work
processes and results, (ii) the preparation of procurement, monitoring and quality control of suppliers and service providers, (iii) close coordination with team members, involvement of partner institutions and liaison with other GIZ projects, the cluster as well as country and head offices, (iv) the consideration of cross-cutting topics such as gender equality, environmental protection and digitalisation

Qualification Required & Experience

• Postgraduate degree in natural, health or life sciences; a pharma-related qualification is an asset.
• 5 years of professional experience, notably in governance, regulation and/or policy advice to public institutions in the pharmaceutical and vaccine sector.
• Experience in private sector regulation and collaboration in the pharmaceutical sector.
• Strong consulting skills, including methods of developing individual and organisational capacities of partners/clients (advice, coaching, training, etc.), the ability to build trustful relationships with partners, analytical skills and the ability to develop and present ideas verbally and in writing to diverse audiences.
• Competencies in results-oriented project and activity management, including planning and budgeting, progress monitoring, event management and logistics; preferably experience in managing partnerships with the private sector.
• Knowledge of procedures of GIZ or another development agency are an asset.
• Proficiency in ITC technologies, including MS Office suite, and digital communication.
• Strong command of written and spoken English.
• Dynamic, agile personality with integrity, attention to detail, strong diplomatic and communication skills and a willingness to learn.
• Ability to work in a diverse team but also autonomously as well as results-oriented and to multi-task, prioritise and work under pressure.

Location: Accra (frequent travel to Kumasi)
