OVERALL RESPONSIBILITIES
• The Technical Director works in close collaboration with the Project Director and serves as a member of the Project Executive Management Team. S/he participates in the determination of partner scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood.
• The Technical Director assists the Project Director with project management (including operations, human resources and finance management), monitoring project progress against benchmarks and supervising project support functions.
• The Technical Director is responsible for ensuring that the Project functions efficiently, directly supervising administrative staff and providing oversight to all subcontract management issues.
• Additionally, she or he collaborates with the Project Director in assuring that all technical activities under the Project are implemented in a timely and effective manner and in compliance with the terms of the Project contract.
• The Technical Director is aware of and adheres to MSH’s Procurement Integrity standards and procedures in all project management responsibilities.
Qualification Required & Experience
QUALIFICATIONS
• Medical degree or Doctorate in Public Health.
• Ten (10) years experience in the field of primary health care with in-depth technical knowledge of implementing HIV/AIDS and/or family planning and reproductive health programs as well as maternal and child health and other infectious disease projects. Previous West Africa experience preferred.
• At least 5 years experience in managing donor funded projects and in the design and implementation of overseas health projects.
• The ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of primary health care programs
• Demonstrated ability to negotiate and influence policy and programs decisions with senior government and donor officials and to liaise with senior MOH officials, University Professors and dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community.
• Strong oral and written communication and presentation skills in English and French
• Strong computer skills, which includes word processing, graphic programs and excel spread sheets
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
• The ability to foster team work and to work as a team member.
