Job Summary                         

OBJECTIVES OF THE ASSIGNMENT

The Ghana Commercial Agriculture Project (GCAP) has identified the SADA Zone as a particular focus for project interventions to attract Private Investment along the Value Chain. The Project intends to engage an individual professional as a Zonal Coordinator to oversee the implementation of project activities in the SADA Zone.

SCOPE OF SERVICES

The SADA Coordinator shall work in close consultation with the Project Coordinator of the PIU, He/She will discuss, issues that would affect the efficient implementation of the activities in the SADA Zone with the Project Coordinator and agree on the ways to resolve them, Within this context, the officer will carry out the ff:

•   Co-ordinate and supervise the activities of staff in the Zonal office in the implementation of the project in the SADA zone towards achieving GCAP's objectives
•   Undertake regular visits to the field to support implementation of project activities and to recommend activities for adaptation where necessary based on field knowledge
•   Ensure timely and coherent delivery of programme services
•   Assess the business climate in the agricultural sector in the SADA Zone and use any insights gained to suggest products that will be appealing to commercial agricultural investors I providers of land for commercial agriculture
•   Facilitate the granting of incentives as per the national investment laws to the potential investor
•   Collaborate with other focal persons within and outside the PIU for timely and quality project progress and implementation reports for submission to GCAP Head Office in accordance with reporting procedures
•   Oversee the monitoring of all project activities in the SADA zone in line with agreed targets with the M&E Specialist of the PIU
•   Organize Technical Programmes, Workshops, Seminars and Training Sessions for the Zone in consultation with Project Implementation Unit, (PIU)
•   Maintain records, with the support of the administrative assistant and the M&E Officer, on technical and financial aspects of project operation
•   Monitoring reports of project activities and their outcomes
•   Minutes of meetings and workshops highlighting decisions and recommendations to guide project implementation
•   Supervise the preparation of Annual Work Plan and Budget (AWPB), in relation to progress and challenges of project implementation, for the Zone and its incorporation into the composite AWPB for the GCAP
•   Assist and facilitate duty visits by PIU, Consultants, Implementation Support Mission (ISM) among others
•   Undertake any other duties as may be reasonably assigned by the Project Coordinator,

PERFORMANCE CRITERIA
The following criteria will be used to assess the performance of the SADA Zonal Coordinator at regular intervals and based upon which the contract with the PIU may be continued or terminated:

•   Timeliness of implementation and coordination of project activities in the SADA zone
•   Quality and timeliness of reports to the PIU.

REPORTING, COORDINATION AND TIME SCHEDULES

•   The Zonal Coordinator will report to the Project Coordinator of GCAP 'located within the Ministry of Food and Agriculture in Accra
•   S/he will work closely with the PIU and the Technical Committee of GCAP in relation to the implementation of the project in the SADA zone,
•   S/he will work closely with staff of partnering MDAs in the SADA zone (located in Tamale, Bolgatanga, and Wa)
•   S/he will also work with staff or contractors of relevant donor agencies (e.g., USAI D, DflD) as relevant.
•   S/he will prepare Quarterly, Semi-Annual and Annual reports as inputs into the Project Implementation Unit's
•   Management Reports and will prepare other reports, as and when needed

Qualification Required & Experience

•   A Master's Degree in administration, management, agriculture, rural development, planning, statistics economics, social science or other relevant field
•   Strong management skills including ability to provide strategic guidance and technical oversight to staff
•   A minimum of 10 years' experience and a strong track record of investor engagement in development projects especially in the agricultural sector.
•   Experience in carrying out stakeholder consultations and organizing workshops/seminars for Investors will be an asset
•   Very good skills in the development of workplans, and management of budgets and project expenditures
•   Conversant with Ghana's investment code and incentives for Investment in the agriculture sector
•   Good interpersonal skins with experience in networking with partners at all levels (ministry, donors, private sector
•   NGOs and local community based organizations)
•   Working relationship between MoFA and the key implementing Agencies of GCAP is very essential
•   Familiarity with Ghana's Agriculture sector with emphasis on the SADA zone
•   Proven track record in working effectively within multidisciplinary teams
•   Excellent time management skills, with an ability to deliver high-quality outputs on time
•   Capacity to work under tight deadlines and to handle potentially controversial and/or very sensitive issues that require, initiative, clarity, accuracy and speedy responses
•   Knowledge of gender inclusion practice as it relates to the Ghanaian rural and cultural context
•   Candidate must be computer literate and should have good verbal and-written English language skills

•   Terms of payment: Payments will be made in equal end-of-month payments of agreed amount subject to completion of core reporting responsibilities as laid out in the Assignment Work Plan.
