Job Vacancy For General Manager
The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the Federal Ministry for International Cooperation and Development to implement the German contribution of the bilateral Programme for Sustainable Economic Development (PSED) in Ghana. The three-year programme commenced April 1st 2016 and aims to enhance the access to innovative and market-oriented micro finance services as well as to strengthen employment in micro, small and medium-size enterprises (MSME). In the implementation area "Financial Systems Development" (FSD) the module-objective is to increase usage of financial services by low-income households and MSME. Financial services encompass credit, savings, payment, as well as insurance services. The programme follows a multi-layer approach in five areas of activities:
• Enhancement of the regulatory framework
• Strengthening of supervisory functions
• Strengthening of consumer protection and financial education
• Extension of financial product and services portfolio available
• Enhancement of relevant technical and professional education and training offers.
The programme will follow the methodological approach of Capacity Development in these five areas. Human and institutional capacities will be strengthened within systems, networks, organizations as well as individuals.
Responsibilities
The advisor is responsible for
• Supporting the programme module "Financial Systems Development" (FSD) within the Programme for Sustainable Economic Development (PSED) by providing technical assistance and advice to the programme partners in Ghana (these are the Bank of Ghana with its departments "Other Financial Institutions Supervisory Department (OFISD)", "Financial Stability Department (FSD)" and "Payment Systems Department (PSD)" and eight micro finance sector associations);
• Supporting the operational and financial management in the area of micro finance towards the background of the programme objectives, annual budgets, managerial decisions and in agreement with the superior; this encompasses regular planning. monitoring and evaluation of activities;
• Technical coordination with two international Development Workers deployed in two micro finance associations;
• Public relations and media work to contribute to visibility of the Programme and its partners in coordination with the superior;

• Assists the superior in the planning, implementation and monitoring of project/programme plans and activities in close consultation with counterparts
• Supports the coordination/liaison with and advice to the FSD partner organizations in coordination with a team of micro finance advisors and the superior of PSED on specific technical topics: Regulatory Framework and its Familiarization, Supervisory Capacity /Actions Strengthening, Consumer Protection Improvement, Technical Capacity Development of MFIs, Research on MFI Sector for Policy and Strategy, Expansion of MFI Products & Services, Financial Education on MFI Sector and Electronic Payment Services, Strengthen Financial Inclusion and Sector
• Designs, prepares and implements workshops, seminars and other events on issues connected with the rules and regulation
Networking and cooperation
The advisor
• Supports cooperation, regular contact and dialogue with partners, assists with PR work and supports the coordination with other relevant development organizations, non-governmental agencies and individuals in the project/programme environment, as well as with other GIZ projects to improve impact achievement, support business acquisition of GIZ and to maintain good working relationships;
• Contributes to the internal communication, knowledge management, team work of GIZ Ghana and adheres to its corporate values and guidelines;
• Communicates in the interests of the PSED programme and GIZ and encourages sharing ideas and information for the benefit of the project/programme.
Knowledge Management
The advisor
• Ensures knowledge transfer and the documentation of information on project/programme results (project fact sheets)
• Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Draws up reports and presentation documents
• Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
• Assists with research activities and studies on political issues which benefit joint programmes.
Coordination tasks
The advisor
• Assists with general project planning and develops project concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
• Coordinates with two Development Workers deployed with micro finance associations on the technical contents of their work, assuring their contribution to programme's results achievement;
Qualification Required & Experience
• Masters/MSc / MBA in an area of financial systems development and/or accounting and finance or relevant professional qualification; related to the project/programme objectives, with a focus on financial services regulation and supervision, research, products and services development
• At least 7 years' professional experience in a comparable position
• Substantial in-depth work experience with the Bank of Ghana, preferably with the Banking Supervision Department and knowledge of its structures
• Experience in the areas of Banking Supervision and prudential examination of financial service providers, Micro finance Regulation and Monitoring, Payment Systems and services, Digital Financial Services, Consumer Protection and regulations
• Experience in auditing, monitoring and supervision, marketing, market analysis, product and services development, especially on credit and savings
• Profound expertise in the management of national and international experts / consulting companies.
• Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office with advanced skills in Excel)
• Experience in database programming and Management (MySQL, ) to be applied to supervision and regulation in Banking and Micro finance,
• Fluent written and oral knowledge in English; German is a useful asset
• Willingness to travel frequently within and beyond Ghana
