Job Title: Grants & Procurement Specialist

Project Description:

•   The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job Location: Tamale, Ghana

Reporting Relationship: Grants & Procurement Specialist reports to Director of Finance & Administration

Major Duties and Responsibilities:

The Grants & Procurement Specialist will do the following:

•   Review project proposal submissions, awards, and contractual documents needed in the course of project implementation for donor compliance, adherence to Global Communities (USAID/RING) policies and goals of the individual project
•   Assist program staff with grants negotiation and liaise with legal counsel as needed
•   Ensure that all standard clauses are included, certifications and representations are signed, and proper documentation is included in each contract file indicating the process for selection, basis for analysis, and determination for subcontracts and grants under contracts (GUCs).
•   Monitor the financial management of subcontracts and grants under contracts (GUCs).
•   Maintain and update grants and contracts tracking database to track and enforce reporting requirements, project start and end dates, program report due dates, and financial report due dates
•   Develop, monitor, and enforce project filing guidelines, both paper and electronic (document management)
•   Support the establishment of protocols, templates, etc. related to sub-agreements and subcontracts
•   Provide support for establishing and monitoring guidelines for subcontract management, including reporting, performance management, budgeting, auditing
•   Ensure complete and accurate documentation of all grants, contracts, and procurement, and that all necessary tendering is completed in an open and transparent fashion.

Procurement:

•   Prepare procurement plans for the Project, establish deadlines and monitor their implementation
•   Establish and implement proper monitoring system and control of procurement processes including organization of RFQ, RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions in full compliance with USAID rules and regulations
•   Negotiates with contractors on price, mode of shipping, and delivery time
•   Design and implement internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Take timely corrective actions on POs with budget checks errors and other problems
•   Ensure that products are delivered in a timely manner, and that the quality of the goods received is satisfactory
•   Manage the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement
•   Ensure full compliance of procurement activities with USAID rules, regulations, policies and strategies;
•   Design an effective client-oriented procurement management system
•   Develop and implement cost saving and reduction strategies
•   Develop and implement strategic procurement in the project including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, etc.

Preferred Qualifications and Skills

•   Dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
•   Substantial experience working with USAID-supported projects and knowledge of USAID financial regulations and procedures as well as procurement procedures.
•   Experience reviewing grants and contracts for compliance and in keeping with the goals and objectives of the projects.
•   Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines
•   Strong representational skills and ability to serve as an effective liaison to donors, NGO partners, and the private sector
•   Excellent writing skills
•   Experience with budgeting and cost projections
•   Ability to act independently to identify and analyze problems and recommend cost-effective solutions
•   Strong computer skills and experience with Microsoft Office applications, especially Word, Excel, Access and Outlook

Qualification Required & Experience

•   Bachelor’s Degree in Business Administration, Finance, Management, Procurement, Supply Chain or equivalent. A Master’s Degree is a plus
•   At least 5 years of experience, at least 3 of which must be in grants management and procurement
