Job Vacancy For National Health Contractor At UNHCR (Takoradi)
National Health Contractor for the Implementation of Refugee Health Integration Strategy in Ghana in Refugee Hosting Areas in the Western, Central and Brong Ahafo Regions.
• DURATION OF CONTRACT: November 2014 to December 2015.
• DUTY STATION: Takoradi with frequent travels to Sunyani and Cape Coast
Under the guidance and supervision of Heads of Field Offices in Takoradi and Sunyani respectively, the Contractor shall:
• Design preventive public health strategies for implementation in all camps hosting Persons of Concern (PoC) so as to reduce preventable diseases such as TB, malaria, cholera etc.
• Ensure effective assessment and determination of cases requiring referrals through a referral care committee (Accra and/or Takoradi) for timely response.
• Liaise with Ghana Health Service (GHS) and strengthen health services coordination activities and institute mechanisms to enhance effective coordination among partners in the area of health service assistance delivery to People of Concern (PoC).
• Work closely with the National Health Insurance Authority (NHIA) and the UNHCR Implementing Partner, the National Catholic Secretariat (NCS) and to ensure that all eligible PoC are enrolled on the National Health Insurance Scheme.
• Determine factors for PoCs willingness to accept payment of premium, co-payment and other measures that influence the progress of enrolment and adherence to the scheme.
• Develop guidance on the integration of health care for PoC into the national health plan, including the benefits package (service coverage), the overall costs for UNHCR. cost per member, the provider's payment mechanisms, the check and control systems.
• Carry out joint assessment of clinic facilities in the camps to determine structure and service upgrading or otherwise for full integration into the Ghana Health Service system.
• Evaluate the integration strategy specifically with regard to;
1) Equitable access to services in line with national system,
2) Monitoring changes in access and utilization of public health-care services by all socio-economic refugees groups,
3) Improved social inclusion, i.e. the provision of health care services in alignment with the needs of various refugee groups, especially the vulnerable.
4) Improved refugee community empowerment, i.e. involvement of the community in the responsibility of their health.
• Define the timeline and steps for UNHCR's exit from cost coverage, co-payments etc.
• Support UNHCR to develop mechanisms of support including criteria, and procedures for PoC with specific needs.
• Assess the sustainability and effectiveness of the scheme for refugees' universal access to healthcare.
• UNHCR will provide support including relevant background information on Persons of Concern (Refugees), as well as Ghana Health Service facilities and clinics in the host communities.
Qualification Required & Experience
• Health background (MD, MPH nurse, Health Economics/ Financing, Health Systems Administration),
• Masters level studies in Public Health, Health Economy, Public Administration (with health systems focus) and/or equivalent experiences,
• 5-7 years of experience in health economics/ health financing/ health systems administration of which at least 3 years work experience in the Ghanaian Health System.
• Excellent oral communication and written English language skills, e. Analytical and report writing skills,
• Very good planning and organizational skills.
• Past work experience with refugee health programmes is an advantage,
• Knowledge of French language is an advantage.
CONDITION
The successful candidate will be required to be resident in the Western Region (Takoradi)
