Location:  Ghana, Upper West Region
Position Title: Project Director, Winrock WA-WASH Ghana Multiple-Use Water Services
Reports to:  Winrock Director, WA-WASH (located in Burkina Faso)
DURATION:  1 year
START DATE:   January 1st, 2014

POSITION SUMMARY:

The Ghana Multiple-Use Water Services Project Director for Winrock will oversee and manage all aspects of project implementation: field-level activities, budgets, staff and outcomes.

Multiple-Use Services (MUS) is a consumer-oriented approach to water service delivery that takes people’s multiple domestic and productive water needs as the starting point for planning, financing, and managing integrated water services. Existing approaches to water service delivery typically focus on providing water for a single use – for example, drinking or irrigation. MUS has significant advantages over single-use services: it generates greater income, health, and other benefits and enhances sustainability. Complementary program activities will focus on supporting development of small-scale local manual driller businesses and pump manufacturers through technical and business training.

Key field-level implementation activities are likely to include building capacity of local drillers and metalworkers to provide new rural waterpoints, organizing and training communities to manage waterpoints, coordinating horticulture and livestock extension services, hygiene promotion, and water sector advocacy. The project may include technical training, extension, high-value crops, formation and strengthening of farmer organizations, credit, and other relevant topics. The Project Director will oversee all program activities to ensure timely results and manage subcontracts, staff and relations with the donor.

Qualifications and Background:

Management Experience:

•   Minimum of 8 years progressive management experience, including at least 5 years of experience working in rural water supply or related field.
•   Experience managing donor-funded projects in West Africa, preferably Ghana.
•   Experience in building and effectively supervising a diverse team of employees.
•   Experience building capacity of local organizations.
•   Strong management, organizational, conceptual, strategic and analytical skills.

Preferred:

•   Experience with hygiene and sanitation programs and agricultural income generation projects involving livestock and/or vegetable production.
•   Experience with low-cost technology supply chain approaches.
•   Experience working on USAID-funded projects

Skills/Knowledge:     

•   Ability to partner with a variety of individuals and organizations, including Ghanaian and US government officials, international agencies, and donor organizations.
•   Demonstrated effective interpersonal skills, creative problem solving and ethical management, preferably in the region.
•   Strong written and verbal communication skills.
•   Fluent in English, some knowledge of French desired.
•   Overseas living experience in a West African country, preferably Ghana.
•   Knowledge of USAID policies and procedures (preferred).

Qualification Required & Experience         

•   Graduate degree in engineering, hydrology, WASH, or related field.
