Job Vacancy For Project Officers (3 Positions Available) At Presbyterian Church of Ghana (Upper East Region)



Presbyterian Church of Ghana is partnering with CBM to implement a social accountability Maternal Health project in the  Upper  East  Region  under the Presbyterian Health Services -North (PHS-N). CBM is an international Christian development organisation with the primary purpose to improve the quality of life of the world’s poorest people with disabilities and those at risk of disability, living in the most disadvantaged societies.

The project will be implemented in collaboration with the government and the local community and is funded by European Union for a period of three years (2014- 2016).
The Project description is the following:

•   Title of the project: “Maternal Health Social Accountability Project”
•   Overall objective: To contribute to improved public responsiveness to maternal health in 3 districts of the UER.

Specific Objectives:
Maternal Health improved through strengthening social accountability systems Objective 2: Increased accessibility to skilled delivery through community engagement
The project intends to use Civil Society Organisations (CSOs) including media influence policy decisions on priority research & social inciusiveness in maternal health.

Overall Responsibility

•   Under the project manager, the project officer is responsible for the overall planning, management and completion of the project at the district level. Summary of Roles and responsibilities:
•   Plans with the project manager to execute planned activities according to the project description.
•   Responsible for formation of community health committees (CHC)   in  consultation  with  the   Project Manager and Other stakeholders
•   Render Support Services to CHC and youth clubs
•   Document evidence generated from community structures for advocacy
•   Assist programme manager to conduct District level advocacy
•   Collaborates   with   the   respective   District   Health Management Teams (DHMTs) and other relevant stakeholders to implementing activities;
•   Be a liaison between the project operational area (district)/ community structures and the rest of the project team/other relevant stakeholders
•   Mobilises communities through community health committees to respond to health issues.
•   Advocacy and lobbying with key stakeholders specially the media and service providers
•   Organising and management of trainings programmes, eg. for health workers and volunteers
•   Empower communities using participatory tools agreed by project team
•   Ensures that the programme is socially and disability- inclusive.
•   Accounts for funds released for the project activities to the Project Manager or the Accounts/Administrative officer
•   Carries out any assignment given by the project manager

Qualification Required & Experience

•   Education required: A Bachelor’s Degree preferably in social sciences and/or a health-related field with relevant experience, A longstanding working experience with the health sector with a relevant professional, qualification may exceptionally meet the requirement in the absence of a degree.
•   Experience: A minimum of 3 years professional experience in project/programme management and monitoring and evaluation is desirable.
•   S/he should have organisational, communication, mobilisation skills, advocacy, lobbying with media and stakeholders, especially community opinion leaders including traditional leaders.
•   Ability to develop solid partnerships with various stakeholders would be an asset.
•   Knowledge of the Ghana Health Service framework and civil society organisations would be advantage.
•   Knowledge in the local language of the project would be an advantage.
