Job Summary

Function:

The Resource Mobilization Officer (RMO) will develop both the technical and cost components of project proposals. He/she will establish and maintain strategic networking with the development community (host government agencies, funders, United Nations (UN) agencies, non-profit/non-governmental organizations, etc.) at country, regional and international levels. This position will train and build staff capacity in proposal development, using Heifer’s Theory of Change framework and others, such as Sustainable Livelihoods, Logical Framework, etc., and proposal development processes, such as the Shipley proposal development process.  This position will work in collaboration with the Institutional Business Development team to strategically position Heifer to win significant funding awards.

Responsibilities and functions include, but not limited to:

•   Cultivate and maintain a network of bilateral, multilateral and UN agencies, corporate, private and other funder contacts within Heifer countries and regions, in collaboration with country office staff, in order to identify potential sources of funding and partnerships for Heifer.
•   Coordinate development of institutional funding strategy with country and regional teams.
•   Lead Program staff and other staff in developing large-scale project proposals, as well as negotiating with funders and other partners, to secure funding.
•   Identify new sources of funding through networking and funder intelligence and ensure that Heifer is well positioned to compete for major opportunities from multiple sources of funding.
•   Stay current on funder country and regional strategic plans and focus, as well as funder requirements for proposal development, submission timeline, and outline for technical and cost proposals and funding prerequisites
•   Write technical and cost proposals, as lead or as part of a technical team, for submission to a variety of funders including, but not limited to, institutional and governmental sources.
•   Stay current on issues of socioeconomic development, poverty eradication, resource mobilization, and community development programs and policies, as they relate to the countries where Heifer operates in West Africa and beyond.
•   Train project staff in the use of proposal development tools in order to build in-house capacity in various aspects of proposal development.
•   Prepare Terms of Reference & Scope of Work for consultants, and coordinate their work in proposal development-related assignments.
•   Maintain a directory of potential funders, and familiarize the funders with Heifer’s work, both in-country, regionally and internationally, in collaboration with the Country Director.
•   Conduct opportunity scanning to position Heifer for new partnerships and sources of funding.
•   Participate in project design missions to the country office.
•   May perform other job-related responsibilities as assigned.

Qualification Required & Experience

•   Bachelor’s degree plus seven (7) years of related experience.
•   A minimum of three (3) years in a supervisory capacity.

Preferred Requirements:

•   Master of Science degree plus five (5) years of related experience.
•   Demonstrated experience in winning large-scale (over $5 million) project proposals.
•   Demonstrated experience in winning USAID, European Commission and corporate/foundation proposals, with emphasis on community development.

Most Critical Proficiencies:

•   Proficient in English, both spoken and written.  French language skills desirable.
•   Knowledge of the non-profit sector with awareness of the context in which non-profit organizations operate.
•   Excellent analytical and writing skills.
•   Familiarity with procedures and expectations of major donors, including USAID, European Union, Department for International Development, UN agencies like the World Bank, International Fund for Agricultural Development, UN Development Programme, and others.
•   Familiarity with and experience in responding to requests for applications/proposals (RFA/RFP), call for proposals, indefinite quantity contracts and task orders.
•   Demonstrated experience and skills in negotiation.
•   Computer proficiency in word processing, spreadsheets, presentation tools, electronic mail and Internet (Microsoft preferred).
•   Excellent leadership qualities and communication skills.
•   Knowledge of and experience working in agricultural and rural development sector with a broad spectrum of bilateral and multilateral funders.

•   Working with sensitive information and maintaining confidentiality at all times.
