Job Vacancy Technical Advisor (TVET Support)
Deutsche Gesellschaft fĂĽr Internationale Zusammenarbeit (GIZ) - is a public-benefit federal enterprise working in more than 100 countries worldwide. We work on behalf of the German Government and support public and private sector clients in a wide variety of areas, including economic development and employment, energy and environment, and peace and security. Project Brief:
• In the context of the global project “Centres for Migration and Development (CMD)” GIZ is operating the “Ghanaian-European Centre for Jobs, Migration and Development”. The Centre is co-funded by the European Union. Its mandate is to provide jobseekers with information and advisory counselling on the employment opportunities in Ghana and abroad. It does so by working in three components: 1) Facilitating development oriented regular (intra-regional and supra-regional) migration; 2) Supporting the reintegration of returned migrants as well as the economic participation of persons with vulnerabilities and 3) Capacity building for the Ministry of Employment and Labour Relations (MELR) and its Labour department (LD).
Scope of Role
• The Technical Advisor will be responsible to develop and maintain partnerships between the GEC and TVET institutions in Ghana. In close collaboration with the GSP project he/she shall assess potentials and propose cooperation between suitable organizations in Ghana and German/European actors such as TVET schools or chambers of commerce. This shall contribute to pilot projects to establish skills partnerships that facilitate the mutual recognition of qualifications and decrees and facilitate labor mobility.
Tasks:
• Developing & networking partnerships between the relevant public and private actors mainly in Ghana (focus on TVET services).
• Liaison person for good cooperation and coordination with all project stakeholders in Ghana (private and public institutions)
• Management of the implementation of the core processes of the project in coordination with GSP team
• Responsibility for the preparation, implementation and documentation of seminars, workshops, and other project activities in Ghana.
• Regular exchange and support of the team based in Germany on all topics (including providing updates on the Ghanaian context such as policy changes) to ensure process flow.
• Support financial planning and monitoring; responsible for national contracts; selection of national service providers/consultants.
• Prepare and present policy recommendations based on the research and analyses.
• Support the project planning and concept design, including the preparation, organisation and moderation of planning exercises and their implementation.
Qualification Required & Experience
Profile:
• University degree in a relevant field (preferably in the field of Economics; Political or Social Sciences; International Relations and Development Cooperation; International Trade).
• At least 6 years of professional experience as a project manager or project coordinator, preferably in an international context.
• Experience in working with Ghanaian authorities and in organizing exchanges between the different actors (private actors, civil society, local and national administration).
• Experience in working with local civil society actors with experience in counselling.
• Business fluent in English, German language skills are an advantage.
• Knowledge of the German education system and knowledge of Germany are an advantage.
• Appreciative behavior and the ability to contribute constructively to teams and cooperation formats and to achieve results together; with intercultural competence.
• Very good knowledge of Ms. Office applications.
