In 2008, the Joint United Nations Team on HIV and AIDS (JUTA) approved a project to revive the UN learning Strategy in Ghana with the aim:
To develop the knowledge and competence of the UN and its staff so that they are able to best support national responses to HIV/AIDS; and
• To ensure that all UN staff members are able to make informed decisions to protect themselves from HIV and, if they are infected or affected by HIV, to ensure that they know where to turn for the best possible care and treatment;
• To provide protection from discrimination in the workplace to UN staff and their family members living with HIV/AIDS;
• Prevent HIV/AIDS spread amongst UN staff members and their dependants;
• Provide care, support and counselling for those infected and affected.
Under the day to day supervision of the ILO and the general direction of the Task Team facilitated a very successful and catalytic process of systematic programme implementation was undertaken throughout the UN system in Ghana. End of training evaluations revealed that a majority of participants found the sessions to be excellent. Additionally in the final report of the project it was recommended among others that:
• The UNLS programme is sustained. Among other options, the programme could be integrated into each agency’s staff development program to allow the programme to continue without the expense of a consultant and with minimal logistical coordination;
• The UNLS Task Team and agency focal persons be maintained and expanded to continue in their role of coordinating and organising learning activities at agency level;
• Maintain relationships with external institutions and consultants, especially the HIV positive in line with the GIPA principles as much as possible, without losing the needed inputs of UN staff. Specifically, consider recruiting a PLWH who has the requisite skills to coordinate the process.
In furtherance of this process, and upon the recommendation of the JUTA, a UN Cares Country Coordinator is to be recruited on a part time (5 hours per day five days a week) basis to facilitate the establishment of a UN Plus Association in Ghana and ensure the smooth continuation of the UNLS.
