Position Purpose

The Peace and Development Officer works under the direct supervision and guidance of the PDA, to provide substantive support in three main areas of activity, including:

• Assist with research, information-gathering, and analysis with specific focus on supporting and promoting peace building and conflict prevention.
• Identify entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks.
• Provide technical support for coordination, partnerships, and M&E (Monitoring & Evaluation)

Duties and Responsibilities

1.) Assisting on research, information-gathering, and support analysis with a specific focus on supporting and promoting peace building and conflict prevention.

• Gather and process data and information relevant to the UN’s role and activities in Ghana and the sub-region as relevant, with a specific focus on supporting and promoting peace building, social cohesion, conflict prevention, and sustainable development
• Support the PDA in undertaking political, political economy, and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources.
• Carry out and coordinate research on particular issues and thematic areas, in particular prevention, social cohesion, peace and security.

2.) Identify programming entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, women, and youth.

• Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention, and consensus-building; and contribute to the development of conflict-sensitive approaches.
• Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society.
• Advise on mainstreaming conflict-sensitive approaches, including the provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention, and/or conflict-sensitive development.
• Undertake mappings and analysis of civil society actors, including youth, women, and marginalized groups, and their capacities for conflict prevention/ peacebuilding at the local and national level. This analysis will inform and provide support to the PDA and UNCT throughout the duration of the assignment.
• Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at the local level and academia, to help link local initiatives to national-level institutions, structures, and processes. As well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.

3.) Provide technical support for coordination, partnerships, Monitoring, and Evaluation.

• Support the external coordination of existing partnerships between stakeholders (government, civil society, private sector, and the international community, including the UN system).
• In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing, and analyzing data in the framework of peace and development teamwork workplan.
• Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories and lessons learned are shared with the Joint Programme Secretariat, and respond to specific requests for information; and
• Perform an array of duties that support UN coordination and effective Peace and Development Team programme implementation. These may include assisting in organizing meetings and consultations, organizing and implementing consultation processes with national and international partners.

Qualification Required & Experience

Education:

• Advanced university degree (Master’s Degree) with 2 years in political science, conflict resolution, peace studies, sociology, international relations, international economics, law, public administration, or other related social sciences.
• Bachelor’s Degree with 4 additional years of relevant experience may be considered in lieu of Master’s Degree

Experience:

• Minimum of 2 years of progressively responsible experience in conflict analysis, development and/or conflict prevention in a governmental, multilateral, or civil society organization.
• Extensive experience in analysis, research and sound drafting skills.
• Experience in project/programme development, management
• Experience in national and community-level conflict prevention and peacebuilding initiatives and programming.
• In-depth knowledge of and extensive experience in (country/region), including in dialogue and conflict prevention initiatives. and awareness and familiarity of key actors and stakeholders across the political, economic, and development spheres alongside knowledge of government, civil society, and other non-state actors.

PROJECT CONTEXT

The project for Expanding the Kaizen Initiative through Enhancing Sustainable Agri-business.

The government of Ghana has long tackled to enhance micro-, small and medium-sized enterprises’ (MSMEs’) sustainable performance improvement for economic development and job creation. The country has introduced Kaizen – a Japanese methodology and philosophy for continuous quality and productivity improvement at shop floor level – over the last decades to achieve its goals.

The Ghanaian government’s responsible institution for MSME promotion is Ghana Enterprise Agency (GEA). GEA has been working on Kaizen dissemination for more than a decade, with support of international donors including Japan. To date, GEA and its field offices (Business Advisory Centers, BAC) have received Kaizen training and provided Kaizen services to numerous Ghanaian enterprises across the country. On the other hand, however, the impact of Kaizen at the industry level is still limited and many MSMEs continue to struggle to improve their enterprise performance at the basic level. Public systems to disseminate Kaizen to MSMEs are also still under development, due to the limited financial and human resources as well as lack of accumulation of institutional knowledge.

In response to the request of the Government of Ghana, UNIDO will support the scaling up of its national Kaizen initiatives. In the context of Ghana, given the country’s relatively higher capacity and capability in the region, UNIDO will introduce the approach “Smart and Sustainable Agri-Business” (SSAB). SSAB approach addresses not only the productivity aspects but also resource efficiency (including environmental sustainability), food safety and compliance, and social welfare aspects, thereby enabling the enterprises to maximize their performance while minimizing the cost and environmental load. SSAB will be conducted by measuring Key Performance Indicators (KPIs) of the aspects mentioned above from the workplace, visualizing them on SSAB Digital Dashboard, and identifying the rooms for improvement.

Since SSAB collects and measure the KPIs in a digital manner, it allows the enterprises to conduct Kaizen activities in a sustainable manner. This will also enable the government to centrally manage the industry’s Kaizen effort and thereby measure SSAB’s impacts at the industry level.

The overall objective of the project is that the competitiveness of Ghanaian MSMEs and agri-business enterprises are strengthened through enhanced productivity and sustainability. The project is designed to ensure the achievement of the following three main outputs:

Output 1: GEA’s technical and managerial capacity enhanced to better support MSME’s sustainable performance improvement.

Output 2: National Kaizen initiative scaled up focusing on food and agri-business enterprises.

Output 3: SSAB introduced to Ghanaian food and agri-business enterprises to enhance overall sustainability.

FUNCTIONAL RESPONSIBILITIES

The National Project Coordinator (NPC) will be working under the direct supervision of the Project Manager, and in close coordination with the project team and relevant counterparts. The NPC is expected to perform the following duties:

• Coordinate all project related activities as per the project action plans, including, but not limited to, missions of international experts, meetings, field visits, training and workshops, recruitment and procurement plans and activities;
• Communicate with the counterpart and other stakeholders and participate in the meetings, field visits, workshops and training activities organized under the project and lead discussions when so indicated by the Project Manager;
• Provide technical inputs on project activities and support the Project Manager in the overall planning, reporting and management of the project;
• Support the Project Manager in identifying local resources such as potential project beneficiaries, consultants, cooperation partners, etc.;
• Supervise and coach the project team members as well as short-term consultants and manage their outputs including administrative tasks, local and international procurement, local and international recruitment, Monitoring and Evaluation reporting, surveys, needs assessments, etc. Provide technical guidance, support and training to the project team as needed;
• Elaborate documents such as Minutes of Meetings, reports, studies etc. and maintain a proper record keeping system for them;
• Support the Project Manager in drafting project progress reports and other reports as required;
• Conduct other tasks as required by the Project Manager.

Qualification Required & Experience

• Advanced university degree in economics, business management, agri-business management, engineering or any other relevant field with a specialization in the private sector development is required.

Technical and Functional Experience:

• A minimum of five (5) years of practical experience in the project management and/or coordination in the field of MSME’s performance improvement is required.
• Experience in management and/or coordination of UN and/or donor funded projects is required.
• Exposure in evaluating and analysing the needs, conditions and problems of the country or a similar country in the region is required.
• Experience in project coordination with public and private decision-makers is desirable.

• Support the NPC in coordinating all project related activities as per the project action plans such as missions of international experts, meetings, field visits, training and workshops, recruitment and procurement plans and activities;
• Communicate with the counterpart and other stakeholders and, where necessary, participate in the meetings, field visits, workshops and training activities organized under the project;
• Perform tasks required for the project implementation such as administrative procedures, local and international procurement, local and international recruitment etc., in coordination with the NPC;

As the Project Manager, you will be responsible for the overall management and coordination of the project aimed at improving gender equality and achieve a long-term reduction of prevalence of violence against women and girls across generations in Ghana.

Key Responsibilities:

• Work with relevant international, national and local partners, stakeholders and collaborators to ensure project takeaways influences inter-agency cooperation on transforming actions for gender equality.
• Develop annual critical pathways to ensure that project implementation plan leads to expected project outcomes and consistent with the Priorities and Key Result Areas of the ActionAid Ghana (AAG) Country Strategy Plan (CSP).
• Develop elaborate project strategies to enhance effective implementation towards achievement of stated project results.
• Work closely with National and Regional Programmes and Advocacy Teams to ensure that project takeaways are mainstreamed into programme work before project completion.
• Anticipate project risks and take steps to mitigate them.

Operational Responsibilities

• Lead project teams to conduct and validate pre-intervention assessments in target communities.

Staff and Resource Management
Responsibilities

• Support to translate and communicate project standards and performance to staff and partners to improve programme quality and performance.
• Liaise with the finance unit to develop and institute cost effective strategies and systems to ensure optimum efficiency and effectiveness.
• Facilitate effectiveness and efficiency in the use of project financial resources in compliance with value for money principles, ActionAid’s Financial Policy and Procedures Manual and the donor’s financial guidelines.
• Collate and file relevant project documents on shared folders for future reference.

Fundraising responsibilities

• Identify emerging issues from project implementation and package them into concept notes for possible partnership funding.
• Develop documentation highlighting the challenges and lessons learned from the project and disseminate widely to position AAG as a learning organisation.

Partnership and Coalitions

• Sustain positive partnership and networking relationships with institutional partners in all the implementing districts in the four (4) regions (Northern, Upper East, Volta and Greater Accra regions) and other key stakeholders on the project.
• Provide strategic support to increase understanding and appreciation of changes in project agreements and direction.
• Monitor project partners’ activities and relationships to ensure compliance with set agreements.
• Raise AAG’s profile through highlighting best practices that emerged from projects at fora and other public events.

M&E

• Work with the Manager, Quality and Knowledge Management to develop M&E plan, design and implement monitoring and evaluation systems to document the output indicators of the project log frame.
• Support to undertake monitoring and evaluation of project activities.
• Prepare annual, quarterly, and monthly plans for effective execution of the project activities as stipulated in approved project documents.
• Work with the Quality and Knowledge Management Manager to plan and coordinate project impact assessments or surveys.

Donor reporting

• Prepare comprehensive quarterly reports (narrative and financial) for management information and decision.
• Actively participate in donor review and reflection meetings, and highlight project successes, challenges, and mitigating measure to overcome challenges.
• Maintain positive relationships with the donor – European Commission Delegation Ghana at all times.
• Prepare and liaise with the Fundraising unit to ensure that quality narrative, financial and forecast reports of the project are timely submitted to donor organizations as per the contract specification and deadlines.

Senior Management Activities

• Provide relevant information for the formulation/update of AAG‘s strategy, policies and procedures.
• Attend Senior Management Meetings and contribute to making strategic decisions, particularly in relation to projects and fundraising.

Responsibilities towards safeguarding policies and feminist principles

• Be abreast with ActionAid’s safeguarding policies (Child Protection Policy; Preventing Sexual Exploitation and Abuse; Anti Sexual Harassment Policy etc.) and feminist principles and ensure full compliance with their provisions.
• Educate staff, beneficiaries and other stakeholders on the safeguarding policies and other regulatory frameworks of ActionAid Ghana.

Qualification Required & Experience

• The Candidate must hold at least a master’s degree in project management or relevant field with at least 5 years’ experience in the development sector and in senior management position.
• Candidate should have extensive experience in managing donor-funded projects strictly adhering to donor requirements and interest in working with women and girls across generations in Ghana

Role Overview:

Position Description

• The Chief of Party (COP) will be responsible for technical leadership, administrative oversight, and overall coordination of the project. Moreover, The COP will serve as the principal institutional liaison with USAID and key stakeholders. Also, The COP will manage project staff and ensure that the project meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under the activity.
• The COP should have demonstrated ability to work with multiple stakeholders and manage diverse teams to deliver impact within agreed timelines and budget. They will ensure the project complies with award terms and conditions, USAID policies and regulations, and that systems are in place to mitigate risk of fraud, waste and abuse. The COP will take a leadership role in coordination with USAID and key stakeholders.

Qualification Required & Experience

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education

• A Master’s degree (or foreign equivalent) in Economics, Public Financial Management Development Studies, Public Administration or a related field from an accredited university.

Skills And Experience

• A minimum of 10 years of progressively responsible experience in public financial management, implementing internationally funded development programs, or other relevant technical area;
• At least eight years of experience working on USAID-funded projects and strong knowledge of USAID rules and regulations;
• At least seven years in a senior management or leadership position;
• At least five years of experience in the governance sectors in Sub-Saharan Africa, preferably in Ghana;
• Experience leading policy dialogue, strategic planning and implementation efforts:

Job Description

The Director shall be subject to the National Board and shall have the general care and supervision of the business and affairs of AI Ghana. The Director shall, without limiting the other functions and subject to the Statutes and the supervision of the Board, be responsible for:

• All strategic guidance to the National Board;
• Organizing and directing the National Secretariat of AI Ghana, including its human resource management and development;
• Managing the finances of AI Ghana;

Requirements:

• A proven track record of personal leadership, influence and impact, working with teams both locally and remotely;
• Ability to do external representation of the organization to the media, high level government meetings and international meetings
• Ability and experience of developing high quality funding proposals and implementing projects having restricted funding
• Ability to closely work with the locally elected board, reporting to the Chair of the board
• An advanced degree on human rights will be an advantage

Scope of the Role

• The Technical Advisor will manage activities with a focus on establishing and managing collaboration between FAIR Forward and stakeholders in Ghana, contribute to strengthening local technical know-how on AI, contribute to removing entry barriers to AI and providing professional advisory services on the development of policy frameworks that promote ethical and innovative AI solutions.

Tasks

• Manage the development and implementation of project initiatives including setting up and steering of innovative pilots on AI, e.g. on “Access to Training Data and AI Technologies for Local Innovation” to boost AI’s role in supporting sustainable agriculture, energy and in combatting climate change.
