JOB PURPOSE:

• Delivering on Amnesty International’s human rights change goals in and from Ghana, the Amnesty International Ghana Director is responsible for developing, coordinating and implementing strategies, operational plans and budgets for the work of Amnesty International Ghana towards the establishment and development of an effective AI presence in the country.
• The Director is accountable for management of the staff, resources, office in-country and operations ensuring the application of AI policy and quality standards across the operations throughout the office and provide political advice for AI’s work on Ghana.
• Externally the Director is responsible for building national relationships and Amnesty International’s profile in Ghana and within the Amnesty International movement.
• The Director will represent AI at a senior level with the Ghana government and others.

Posts that this job manages: The Director will be responsible for the direct line management of relevant jobs within the structure of AI Ghana and have overall accountability for effective line management of all posts within AI Ghana. These include Staff, Volunteers,Interns, Regional Activism Coordinators, Temporary Staff and Fixed Term Contract Staff in the AI Ghana Office.

Other key relationships: The Director represents Amnesty International in Ghana to the public, government and business leaders, IGOs, media, current and potential donors, partner NGOs and CBOs, and rights-holders and promotes strategic collaboration and partnerships with relevant stakeholders.

MAIN RESPONSIBILITIES:

The Director is responsible for the following tasks:

Delivering Human Rights impact through organisational management and leadership:

• Develop and promote an organisational vision and human rights and growth strategy for AI Ghana which inspires and motivates internal and external stakeholders and articulates its human rights change goals, working closely with the board of AI Ghana.
• Ensure that AI maintains its pre-eminent position in the field of human rights by ensuring the application of AI standards of work, including AI’s human rights policy and standards.
• Recruit, develop and manage the performance of staff, volunteers and consultants, in order to ensure that impact oriented operational plans are delivered on time to a high standard and in compliance with AI Global People Management Standard, AI Ghana’s Staff Terms and Conditions of Employment, related policies and local employment law.
• Develop and monitor budget and provide internal and external reports on budgets and financial issues in line with the Financial Policy of Amnesty International Ghana and manage the annual audit of the financial accounts in compliance with local regulations to ensure that the operational plans are delivered in line with the approved budgets and with sound financial accountability.
• To identify resource needs of the office and work in collaboration with the International Secretariat to ensure resource needs are met.
• Establish and implement quality control systems to ensure that the activities of Amnesty International Ghana meet the organizational standards of timeliness, accuracy, consistency, balance, independence and impartiality and meet impact indicators. Ensure the identification and sharing of best practice models with the movement and timely reporting against key performance indicators of the entity.
• To act as ‘Head of Office’ for the AI Ghana office in relation to the overall health safety and security of the office and in order to ensure that the office carries out the facilities, logistical and administrative functions required in order to effectively carry out its activities.
• Establish effective working relationships with the Board and within the AI movement, participating in AI Ghana Board meetings and contribute to the Board discussions and decisions.
• Attend and participate in the periodic meetings (e.g. Global Assembly, Chairs Assembly & Directors Forum) organized by the Global Movements.
• Contribute to policy discussions, development and review of the Section as well as the Global Movement.
• Ensure that AI Ghana members adhere to AI’s basic principles, organisational rules and guidelines as may be determined by the Global Movement and the Section.
• Establish a culture of engagement across the movement to model One Amnesty and its benefits.

External Representation of the Amnesty International movement within Ghana:

• Develop, maintain and utilize effective working relationships with key external stakeholders including partner organizations, networks, coalitions, donors and key internal stakeholders in order to identify and take advantage of opportunities for cooperation, collaboration and information sharing which will increase the impact and influence of the work of AI Ghana.
• Leverage Ghana’s influence regionally and globally by calling on the government to promote human rights domestically and internationally.Coordinate advocacy and lobbying work in Ghana, including building relationships with partner organizations, the media and government and
working with global sections to maximise the influence of their international solidarity work.
• Identify and ensure relationships are built with key donors and funding constituencies.
• Represent Amnesty International in Ghana at public events, to NGOs, the media, International Organizations and the Government in order to ensure that Amnesty International has a visible profile with external stakeholders in Ghana and in order to deliver impact in compliance with AI’s mission and strategy in Ghana.
• As the Chief Spokesperson in the country, interact with the media proactively and support the organization of media activities in order to support AI research and high level missions as needed and to ensure compliance with the organizational standards for media work.

Operational Management

• Maintain an overview of the political situation, strategic opportunities for growth and mobilization and other relevant developments in Ghana in relation to civil society and human rights in order to propose strategic opportunities to leverage influence and for the risk management of the work of Amnesty International in Ghana.
• Based on the Human Rights and Growth strategy, develop and implement operational plans for AI Ghana to deliver on objectives related to:

O A programme of solid, campaigning, communications, mobilisation and activism linked to clear theory of change for priority human rights issues in Ghana.
O A centralized constituency relationship management system capable of mobilizing activism and resources to further Amnesty International’s human rights goals in Ghana.
O Strengthening the power of right-holders and support the human rights movement through innovative options for engagement and activism.
O Creation of an AI presence in Ghana that innovates and leads new thinking and approaches.

SKILLS AND EXPERIENCE DESCRIPTION
KNOWLEDGE

• Commitment to and substantial knowledge of human rights in Ghana, and good knowledge of human rights issues in the West Africa region.
• Demonstrated knowledge of political, economic and social trends in Ghana and deep understanding of challenges of developing activist organizations in the country. Good knowledge of the socio-political human rights development in the West Africa region.

The Position

• Reporting to the Regional Head, West Africa the Country Manager, Ghana will represent AGRA in Ghana and will act as the catalyst for AGRA’s integrated interventions by coordinating activities and building necessary relationships with the government, private sector, donors and other key stakeholders. Sale will lead the country to actively manage the AGRA Ghana strategies, while maintaining close linkages with Nairobi technical divisions.

Key Qualifications and Experience required:

• Masters degree in Agriculture, Economics or related disciplines
• A relevant Doctorate degree will be an added advantage Minimum of 10 years’ experience in agriculture related international development work.
• At least 5 years of management experience, particularly over diverse teams working across diverse geographies.
• Experience working with a large multinational development agency in a management and coordination role is an advantage.
• Experience working on teams with a purview over both domestic-wide and regional activities.
• Professional development programs in leadership and management including financial and staff supervision/performance management.

• The Vibrant Village Foundation (VVF) is a private Foundation headquartered in Portland, Oregon State in theU.S. Established in 2010, the Foundation provides direct assistance and grants to support Agriculture, Livelihoods, Health, Education, Water, Sanitation and Hygiene programs in marginalized and deprived communities in Africa, Asia and Latin America. VVF has supported programs in over 22 countries since its inception. In Ghana, the Foundation has contributed significantly towards poverty reduction in the Fielmuo community in the Upper West region of Ghana. Fielmuo is located in the Sissala West district and about 150km drive north of Wa-the Upper West regional capital. VVF has facilitated the provision of safe drinking water, hygiene and sanitation (WASH), education, health and vocational skills training to over 14,237 people in 18 communities in the Sissala West and Lambussie districts.

• In 2018 VVF developed a 10-year strategy under the theme ‘Integrated Program for Poverty Reduction and Social Transformation’ (IMPREST). The goal of the program is to contribute to poverty reduction, improved wellbeing and resilience of vulnerable populations through the implementation of multi-sectorial programs namely, Education and Child Protection, Water, Sanitation and Hygiene, and Livelihood, Food Security and Empowerment of Women. We are searching to recruit an M&E Officer to strengthen our M&E unit to collect and generate relevant information on the impact of our interventions on the lives of beneficiary communities.

Position: Monitoring and Evaluation Officer
Location: Fielmuo between Hamile and Gwollu
Reporting to: MEAL Coordinator
Relationships: Programme Coordinators and other Field Staff

2.1 Roles and responsibilities

• The post-holder shall workunder the guidance and supervision of the organization’s Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator, in implementingthe monitoring and evaluation activities of the Foundation. He/she shall report to the MEAL Coordinator and work in close collaboration with other Programme Coordinators and Field Officers. The specific roles and responsibilities of the post-holder are:

3.1 Support the Development and Maintenanceof Monitoring and Evaluation systems

• Provide support to implement the MEAL strategy in line with country needs and best practices.
• Liaise with programme staff to collect data on programme activities, outputs, outcomes and impact in accordance with the Performance Management Framework and data collection procedures.
• Support to train staff to effectively utilize the M&E tools and systems.
• Provide technical support to field officers on the use of programme progress tracking tools.

• Undertake preliminary analysis of data on a monthly and quarterly basis to identify trends, whether targets are being met or not.

4.1 Assessment and project design

• Assist in the design of assessment tools and conduct field surveys as may be appropriate.
• Liaise with key partners for collection of secondary data as and when needed.
• Prepare records and notes on field level monitoring and evaluation activities.
• Conduct field level research on programme implementation in consultation with the MEAL Coordinator and submit reports and working papers based on the research results.

Manages diplomatic registration and tracking of Official /Private vehicles

• Ensures that all official vehicles are roadworthy and have valid insurance coverage and conduct periodic review and maintain tracking for prompt annual renewal
• Provide guidance to staff on UN and local authority compliance measures for diplomatic vehicle coverage.

Arranges VVIP/VIP for and manage Airport Operations protocols

• Liaises with the Legal and Protocol sections of MOFA and Kotoka International Airport authority to ensure VVIP and VIP facilities for arrivals/departures are made available for all high-ranking officials/travellers visiting the country.

Travel Arrangement

• Reviews all requests for travel, requests price quotations from travel agents, determines the applicable class of travel, calculates the number of days in travel status, and ensures security and medical clearances are available as required for travel.
• Determine, in coordination with the Admin Officer and HR, staff travel entitlements (e.g. field visits, official travel, home leave, family visit, medical evacuation, and education grant). Prepare and finalise the Travel Authorisation (TA) in Vision for staff and consultants ensuring that UNICEF financial and staff rules and regulations are complied with. Verifies travel claims against authorized travel, regarding actual routing and duration of stay. Correctly calculate all travel claims and prepare payment requests for settlement.
• Prepare a mechanism for monitoring the settlement of TAs. Follow-up with travelers upon return from a mission and ensure TAs are promptly closed. Prepare accurate periodic management report/update.

Booking and Ticketing

• Contacts Travel Agents for quotations/bookings /ticket reconfirmations and ensure that the travel policies are strictly adhered to.
• Drafts all correspondence pertaining to all travel issues.
• Reviews and certifies Travel Agency invoices and ensures timely payments.
• Parks all outstanding bills for tickets on a bi-weekly basis. Ensures that copies of relevant documents are always attached and charged.
• Arranges quarterly reconciliation of ticket payments with Travel Agents.
• Record invoices received from travel agents and other vendors and monitor payment rigorously to avoid errors, open payables, and double payment.
• Maintains files and records related to travel and protocol and submit monthly reports for presentation to Country Management Team (CMT).

Arranges for In-Coming Postage

• Arranges for the collection of in-coming postage as well as out-going mail for the office.
• Regularly follow up and collect UNICEF Pouch from the offices of UNDP.
• Coordinate with the receptionist to ensure effective flow of documents in the office

Qualification Required & Experience

To qualify as an advocate for every child you will have

• Completion of Secondary School Education. A diploma or university degree in business courses or other relevant disciplines will be a strong asset.

Long Description

• Support the integration and utilization of HIV sensitive indicators within EMIS through development of research & evaluation around Health Education for young people aged 10 – 24 years to enhance the evidence base for planning and implementation of HIV and Health Education programmes.
• Support schools to strengthening linkages with Health Education service providers, parents/guardians and other community leaders to ensure promotion and access of equitable and youth friendly and gender sensitive SRH services for young people.

Qualification Required & Experience

Education

• An advanced university degree (Masters or equivalent) in a relevant field, especially education, social sciences ,public health or related fields.

Work Experience

• At least two years of relevant work experience in education, health education or related areas.
• Experience in monitoring and evaluation.
• Experience in project and programme implementation in partnership with governmental partners and civil society, and an ability to report on implementation.

Skills and Competencies

Role Overview:

• The role holder is expected is an experting both programme and project management with the capacity for both internal and externally facing.
• The role exists to ensure the systematic and consistent standards-based programme implementation in line with human-rights-based approach (HRBA) that connects local rights violations to national and internationally recognized human rights defenders and organisations.
• It also connects work on different mission priorities, focus areas and strategic enablers with grassroots social movements,campaigning and fundraising work.

Key Accountabilities / Responsibilities:

Strategic responsibilities

• Lead in regional strategy development,strategic planning and management processes of the region in line with ActionAid Ghana’s (AAG) Country Strategy Paper and Accountability Learning and Planning Systems (ALPS).
• Communicate and monitor AAG’s vision, values goals and strategic objectives in programme design and management through routine monitoring of programme and non-programme indicators against achievements.
• Support to develop national level policies and procedures to inform and guide management of AAG
• Support to coordinate mission objectives to ensure synergy between national and regional policy and programmes work.
• Participate in mission priority meetings as well as external meetings to input intopolicy decisions to improve quality of programmes.

Operational Responsibilities

• Lead in the operational management of regional strategy implementation by advising and supporting staff, core and non-core partners of regional to develop annual critical pathways to ensurethat programme development and implementation is in line with the priorities of the Country Strategy Plan (CSP) and Action for Global Justice Coordinate Annual Plans and Budgetprocessesof theregion.
• Conduct regular review and reflections and planning meetings with communities and partnersto inform programme delivery.
• Facilitate phase out activities in LRPsand develop phase out strategyforthe entire region.

Resource Management Responsibilities

• Support to translate and communicate management accounts and cash flow to staff and partners to improve programme quality and performance.
• Liaise with the finance unit to develop and institute cost effective strategies and systems to ensure optimum efficiency and effectiveness.
• Facilitate effectiveness and efficiency in the use of financial resources by ensuring full and judicious utilization of funds and the integration of finance staff into programme.
• Ensure timeous reporting and documentation to improve relationships and accountability to donors and communities through quality reporting and regular update of accountability notice board.

Fundraising responsibilities

• Actively lead to identify key issues that affect mission objectives in the region for fundraising
• Support staff, partners and community members to effectively manage child sponsorship and local community sponsorship in the region
• Explore opportunities for project proposal development and donor project management by supporting in writing concept notes and proposals to raise funds and manage and report on donor project.
• Effectively manage donor projects implemented in region ensuring donorsconditionalityare met

Managing people

• Create an enabling environment for coaching, mentoring and equal opportunities to staff to improve competencies and motivation
• Ensure effective management of the LRP as well as individual performance in the team.
• Develop an effective team by enhancing co-operation among team members.
• Enhance learning and professional career development of staff through improved team spirit and increased staff competencies.

Partnership and Coalitions

• Sustain partnership and networking relationships with key stakeholders in the region to influence policies and practices.
• Provide strategic support to increase understanding and appreciation of changes in the organization by supporting staff and partners to deepen their understanding of rights based approach and government policies and practices that need to be engaged.
• Monitor partners programmes and relationships to ensure that they are HRBA compliant as well as meeting the ALPS principles.
• Raise AAG’s profile within the region through highlighting AAG’s best practices at fora and other public events.
• Guide the work of coalitions and constituents organizations / institutions in such a manner as to achieve set objectives.
• Networking, coalition and alliance building with movements and peoples organisations for advocacy and campaigns work
• Capacity assessment and building of people’s organisations, networks, coalitions, social movements for programme delivery

Strategic responsibilities

• Work with relevant international,national and local partners, stakeholders and collaborators to ensure project takeaways influences inter-agency cooperation on preventing and addressing modern slavery including child labour and exploitation of informal sector workers particularly within the agriculture sector.
• Develop annual critical pathways to ensure that project implementation plan leads to expected project outcomes and consistent with the Priorities and Key Result Areas of the ActionAid Ghana (AAG) Country Strategy Plan (CSP).

M&E

• Work with the Manager, Quality and Knowledge Management to develop M&E plan, design and implement monitoring and evaluation systems to document the output indicators of the project log frame.
• Support to undertake monitoring and evaluation of project activities.
• Prepare annual, quarterly,and monthly plans for effective execution of the project activities as stipulated in approved project documents.
• Work with the QKM Manager to plan and coordinate project impact assessments or surveys.

Donor reporting

• Prepare comprehensive quarterly reports (narrative and financial) for management information and decision.
• Actively participate in donor review and reflection meetings, and highlight project successes, challenges,and mitigating measure to overcome challenges.
• Maintain positive relationships with the donor-NORADat all times.
• Prepare and liaise with Head of Fundraising to ensure that quality narrative, financial and forecast reports of the project are timely submitted to donor organizations as per the contract specification and deadlines.

Senior Management Activities

• Provide relevant information for the formulation/update of AAG‘s strategy, policies and procedures.•Attend Senior Management Meetings and contribute to making strategic decisions, particularly in relation to projects and fundraising.

Responsibilities towards safeguarding policies and feminist principles

• Be abreast with ActionAid’s safeguarding policies(Child Protection Policy; Preventing Sexual Exploitation and Abuse;Anti Sexual Harassment Policy etc.)and feminist principlesand ensure full compliance with their provisions.
• Educate staff, beneficiaries and other stakeholders on the safeguarding policies and other regulatory frameworks of ActionAid Ghana.

Petty Cash Management

KEY END-RESULTS

• Quality contributions are made to the development and implementation of Integrated Health & Nutrition strategies and approach through participation and collaboration with internal and external partnership. Partnerships with global funds, multilateral and bilateral agencies and development banks, as well as relations with the private sector enhanced and exploited efficiently, in order to formulate common advocacy position and influence allocation of resources, as well as investment decisions on behalf of Health and Nutrition.

• UNICEF and Government and implementing partners accountability is ensured for supply and non-supply assistance and disbursement of programme funds for Health & Nutrition.
• Effective working relationships with internal and external counterparts are kept maintained for advocacy, technical coordination, information sharing and knowledge networking.
• Relevant and strategic information is kept available and shared with relevant stakeholders as required to support the Health & Nutrition Programme by the effective implementation of an integrated monitoring system.
• Required programme/project reports are timely prepared and shared with relevant stakeholders as required in compliance with the established guidelines and procedures.

Qualification Required & Experience

To qualify as an advocate for every child you will have…

• An advanced university degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines.
• A degree in medicine is an asset.
• A minimum of five years of relevant professional experience in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health and Nutrition. Professional work experience in a managerial position, or a technical expert position in maternal and new-born care, child survival & development, health and nutrition care.
• Fieldwork experience.
• Background/familiarity with Emergency.
• Experience of working / good understanding of the Ghana Health Service, an asset.
• Supervisory experience is required.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
