Project Brief:

Digital Transformation for Inclusive Entrepreneurship in Ghana (DTEG). The project improves the framework conditions for sustainable and inclusive economic development for micro and small women-led enterprises in Ghana. Its aim is to improve the conditions for digital transformation and digital services for women and strengthening digital skills. The implementation is in six selected regions with a gender transformative approach. Achieving better business conditions for women-led micro- enterprises and policy advisory on regional and national level

Scope of Role:

The position holder will support activities in the macro level activities of the project, whose focus is on strengthening the framework conditions for the advancement of gender-responsive digital entrepreneurship on the national level and within 6 other regions. S/he does so by supporting the design, implementation and assessment of projects that contribute to the development of the digital policy, entrepreneurship, and cooperation landscape of the country. Strong knowledge of the digital policy and entrepreneurship landscape as well as gender-transformative approaches on the national and local levels is required.

Tasks:

• Advice National and local Government structures to opportunities within the digital policy, emerging technology, entrepreneurship, and cooperation landscape of Ghana for project implementation.
• Work in a team of advisors to support the implementation of projects activities in Accra and selected regions in Ghana.
• Lead in conduct thorough reviews, research and assessments of the digital economy landscape, analyzing its economic impact on both national and regional scales.
• Collaborate with local partners to develop monitoring and evaluation processes and tools aimed at measuring the impact of public interventions.
• Put in place structures to coordinate and maintain proper oversight of activities outside of Accra.
• Draft paper, statements, presentations, and briefing documents in digitalization, policy, gender and support to macro-level stakeholders.

Qualification Required & Experience

• Bachelors/Masters degree in social sciences, public policy, development cooperation, ICT, economics, or any other project related field.
• A minimum of five years’ work experience in the research, Public Policy landscape, preferably digital policy.
• Deep understanding of the digital policy and entrepreneurship landscape of Ghana and opportunities that currently exist for the advancement of the ecosystem.
• Work experience with public sector institutions and experience working with local government and civil society organizations.
• Knowledge and experience in organizing ecosystem events and stakeholders that contribute to the advancement of the space.
• Excellent knowledge of gender-related issues.

Project Brief:

Market Oriented Value Chains for Jobs and Growth in the ECOWAS region (MOVE) is a regional project operating in 6 countries namely Burkina Faso, Cote d’Ivoire, Ghana, Nigeria, Sierra Leone, and Senegal. It has a joint action “Business Support Facility for Resilient Agricultural Value Chains” which is a combined effort of the EU Directorate General for International Partnerships (INTPA), the Organization of African and Caribbean States and Pacific (OACPS) and the German government through the Federal Ministry for Economic Cooperation and development (BMZ). Two GIZ projects namely: MOVE-ComCashew and the Agri-Business Facility (ABF) are jointly implementing this with focus on the promotion of sustainable agribusiness and value chain (VC) such as Cashew, maize, livestock, and cocoa VCs. The focus is to contribute to economic and climate change resilience of selected VCs and food security, increased income, and employment in the 79 African, Caribbean, and Pacific States under the Samoa Agreement.

Scope of Role:

The Junior Technical Advisor will be working closely with the Cashew Matching Grant Fund team (output 2 under the Business Support Facility for Resilient Agricultural Value Chains). You will be responsible for dealing with all questions arising in implementing the Matching Grant facility under EU co-financing: identifying relevant problems/issues and assisting in formulating implementation-oriented solutions, further developing instruments and assisting in introducing innovation and change, managing knowledge by documenting and disseminating know-how, experience and information, as well as assisting management with development of strategies for effective and good supply chain linkages.

Tasks:

1. Advisory/coordination/monitoring

• Jointly develops strategies and technical concepts including guidelines, manuals and procedures for Matching Grant Funds and research grants.
• Supports data collection and business analysis relating to enabling environment for business development and sustainability measures.
• Supports and disseminates relevant information from and to Matching Grant partners, private sector actors and towards funding agencies.
• Carries out specific research tasks which are required for planning the implementation of projects or programmes.
• Compiles the relevant information for joint activities and assignments.

2. Knowledge management

• Compiles information on his/her area of responsibility and ensures the transfer within the programme as well as with stakeholders.
• Prepares reports, presentation material and appropriate input to the various programme reports and publications including annual reports, etc.
• Coordinates, plans and documents meetings, workshops, seminars and other project activities with a focus on technical aspects.
• Supports in planning and implementing thematic events and learning and innovation sessions for peer learning of Matching Grant funds (also online).
• Documents best practices/ lessons learnt from Matching Grant projects with private partners and research grants for sector learning.

3. Other duties/additional tasks

• Organizes and prepares terms of references for contracts on trainings, workshops, and other events within the project/program.
• Facilitates Matching Grant Fund meetings, exchanges, and other events.
• Assists with learning and innovation meetings and exchange platforms in collaboration with private and public actors.
• Liaises and harmonises approaches and activities with key actors as well as supports with actors’ analysis and engagement.
• Contributes to thoughts on overall strategic direction and approach, primarily through programme level planning and learning processes.
• Jointly monitors MGF projects and prepares presentations for respective donor, board, and internal meetings.

Qualification Required & Experience

• Minimum Bachelor’s degree in Finance, Business Administration, Economics, Agronomy, Agricultural Economics, statistics, or related fields.
• Must be bilingual: Excellent knowledge and fluency in both written and spoken English and French (intermediate or advanced proficiency).
• Must be eligible and authorized to work in the country of assignment.
• At least 2 years of professional experience in the field of in the fields of either Agriculture, Agribusiness, Business Administration or Finance.
• Ability to think and act strategically and analytically or quick on the uptake, with a certain affinity for data analysis/data modelling and an eye for the essentials.
• Ideally have experience working with donors like EU, and knowledge on GIZ processes will be an advantage.
• Excellent presentation and communication skills, excellent writing skills, and ability to conduct research and analysis, with strong synthesis skills.
• Strong analytical skills and knowledge in quantitative/qualitative analysis, ability to produce structured reports.

• The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts.
• PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions. As part of its interventions in the field of anticorruption PAIReD plans to implement a multi-donor action co-financed by the European Union that seeks to strengthen the rule of law and the fight against corruption in Ghana. The specific objective here is to increase the use of digitalization and better collaboration between the anti-corruption actors in the criminal justice chain.

Scope of Role:

• The Advisor will provide expert advice and input to anti-corruption agencies and other relevant stakeholders on relevant legislation, institutional reforms and other legal operational instruments necessary to strengthen the overall anti-corruption regime in Ghana. The role includes designing and delivering capacity-building initiatives to enhance the detection, investigation, prosecution, adjudication, and recovery of corruption proceeds. Additionally, the Advisor will contribute to results-based monitoring and reporting of digitalization initiatives.

Tasks:

• Conduct assessments of the capacity and effectiveness of investigation, prosecution and adjudication agencies, identify gaps and design targeted interventions to improve the effectiveness of investigation, prosecution and adjudication of corruption cases.
• Develop and implement strategies, policies and procedures related to investigation, prosecution and adjudication of corruption cases.
• Provide technical expertise and guidance to investigative and prosecutorial agencies including the OSP, EOCO and CHRAJ on best practices, methodologies and international standards in the investigation, prosecution and adjudication of corruption cases.

Qualification Required & Experience

• University degree in a relevant field of the Social Sciences, such as political science, sociology, economics, law, international development or related field. A master’s degree would be an advantage.
• At least 5 to 8 years’ relevant professional working experience – preferably working with international NGO or international organisations in the area of good governance, anti-corruption, anti-money laundering, illicit financial flows and serious and organised crime or another related field.
• Substantial technical expertise in anti-corruption reforms including providing technical assistance and advisory support to law enforcement agencies, government agencies, civil society organisations and other relevant anti-corruption stakeholders.
• Strong understanding of the Ghanaian criminal justice systems, legal frameworks and anti-corruption laws.

• On behalf of the German Federal Ministry for Digital and Transport (BMDV), GIZ supports the German Federal Government and its partner governments in efforts to promote value-based harmonisation in bilateral Digital Dialogues.

• Together, stakeholders produce tangible solutions for harmonization that are fed back into multilateral fora like the UN Internet Governance Forum (IGF). The Ghanaian-German Digital Dialogue is foreseen to commence in 2024.

Scope of Role:

• The position holder will ensure the effective implementation of the bilateral Ghanaian-German Digital Dialogue in Ghana, coordinate with the Ghanaian Ministry of Communications and Digitalisation (MoCD) on political priority areas, workplan implementation and high-level meetings and engage various stakeholders from private sector, academia and civil society for active participation in the Digital Dialogue on the technical areas of cooperation

Tasks:

• Advise the focal point at the MoCD and other stakeholders of the Ghanaian-German Digital Dialogue on strategic and political opportunities as well as conceptual and technical issues in implementation of the dialogue.
• Establish and develop the local network of stakeholders, including research institutions, regulators and companies, identify additional opportunities for collaboration based on the fields of technical cooperation.
• Prepare and coordinate the development of analyses and technical reports on relevant developments in economic, digital, and innovation policy issues in Ghana
• Plan and implement activities such as technical exchanges and high-level delegation visits by engaging stakeholders required
• Monitor topics, projects and structures in Ghana that are relevant to the country’s digital transformation and of potential interest to the German Federal Ministry

Qualification Required & Experience

• Degree in political science, international relations, law or a similar subject (advanced degree is an advantage)

Job Summary

• The Policy (and) Research Coordinator will be responsible in ensuring that BNGh actively contributes to evidence that promote inclusive, responsive, and accountable public policies and programmes.
• The Policy Research Coordinator will lead the review/ critique of public policies, programmes, and schemes, on their inclusiveness and responsiveness to the needs and rights of poor and vulnerable,
most left behind persons affected by mental health conditions.
• S/he will lead in conducting primary research that build data (facts and figures) that inform(s) and influence(s) public policies, programmes, and schemes in favour of the most vulnerable and help capacitate the disadvantaged to lead their own advocacy and self-representation.
• The desired candidate will be an individual suitably qualified and experienced in public policy research and public policy analysis.

Key Responsibilities

• Market Oriented Value Chains for Jobs and Growth in the ECOWAS region (MOVE) – The MOVE project focuses on building resilient cashew and rice value chains to contribute to the creation of jobs and income in West Africa, with ECOWAS as its main political partner.
• The project is mainly funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-funding from the European Union and the Bill & Melinda Gates Foundation and implemented jointly with numerous private and public partners. MOVE’s intervention countries include Burkina Faso, Côte d’Ivoire, Ghana, Sierra Leone, Nigeria and Senegal.

Scope of Role:

• The Junior Technical Advisor will be working closely with the Private Sector Component team and will be responsible for dealing with all questions arising in implementing the component’s activities: Contributing to identify relevant problems/issues and assisting in formulating implementation-oriented solutions, further developing instruments and assisting in introducing innovation and change, managing knowledge by documenting and disseminating
know-how, experience and information, as well as assisting management with development of strategies for food safety standards and effective supply chain linkages.
• The responsibilities also include management of the Private Sector Component following project goals and activities agreed with various private and public sector partners, team agreements and/or agreements with the superior, advising partners (both private and public) and cooperating with important stakeholders including financial institutions and maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ

Tasks:

1. Private Sector Development

• Prepare and implement projects/interventions related to project output indicators in increasing value addition of processed products in the project countries.
• Prepare terms of references, guidelines, and related documents for contracting consultants and external partners.
• Provide technical assistance to rice processing factories and organizing factories and factory staff for training on food safety standards.

2. Professional Advisory Services

• Advise partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and providing technical input.
• Contribute to preparing and implementing the coordination process, joint project/programme activities and work in the regions.
• Actively monitor the development and implementation of project/programme plans and activities in close consultation with counterparts.

3. Management and Coordination

• Support all administrative processes in the context of private sector development in the ECOWAS region for the rice value chains.
• Assist in project planning for the component and develop project concepts, strategies, and implementation.
• Assist effective communication to the technical, cross-cutting and administrative units (Production, Processing, HCD, Policy, M&E, F&A, Communication).

4. Communication and Networking

• Communicate with key project partners regularly as well as develop and maintain contact with all important stakeholders.
• Ensure knowledge management is documented and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.

5. Knowledge Management

• Support the development of ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures.
• Assist with research activities and studies on issues to support programme implementation and learning.
• Compile information on the implementation of partner’s work plans and ensures knowledge transfer.

6. Other Duties / Additional Tasks

Qualification Required & Experience

• University degree (Bachelor’s) in Food Science & Nutrition, Food Engineering, and/or others related to the project objectives.
• At least two (2) years of relevant professional experience in donor-assisted projects or private sector similar role.
• Experience working in collaboration with private sector actors (farmers, processors, investors and potential investors).
• Experience with end-to-end processing outflows in food safety standards will be an advantage.
• Experience with dietary plan development and demonstrated practical experience in supporting private sector partners in the rice value chains.
• Stock control and management with associated quality standard parameters.
• Fair understanding of quality assurance measures in rice as well as marketing options.
• Computer skills in up-to-date MS Office (Word, Excel, PowerPoint, Outlook).
• Excellent communication skills (oral & written), including good presentation skills.
• Willingness to travel regularly as well as capacity and sensitivity to work in a multinational environment.
• Very good knowledge of the English Language and relevant Ghanaian language(s); Knowledge of the French language is an added advantage
