Job Summary:

USAID funded Ghana Systems for Health (S4H) Project is seeking an experienced Quality Improvement Specialist. The Quality Improvement (QI) Specialist will work closely with other project staff as well as Ghana Health Service at the regional level to develop and/or strengthen plans to implement high-impact integrated clinical interventions. This will include enhancing the capacity of regional, district, and sub-district managers as well as health providers to apply QI principles to strengthen health service delivery

Specific Responsibilities:

•   Provide technical support to regional, district and sub district health teams in reviewing capacity and progress in using QI to improve compliance with national guidelines.
•   Facilitate regular peer exchange and shared learning opportunities within sub-districts, districts and regions.
•   Support the dissemination of coaching tools and materials
•   Provide technical support and coaching as needed to regions, districts, and subdistricts to carry out supportive supervision of health facilities.
•   Strengthening communication about quality improvement and exchange of best practices among project stakeholders in order to expand capacity and further increase support for quality improvement
•   Synthesize, document and disseminate the process of institutionalizing quality of care into existing health service structures.
•   Any other tasks as assigned by the QI Advisor

Qualification Required & Experience

•   Medical degree and public health experience required with a postgraduate qualification in public health highly desired
•   Minimum of five years’ experience working in public health programs in Ghana at decentralized levels
•   Prior experience in quality improvement methods in a health setting
•   Expertise in results reporting and narrative report writing
•   Good diplomatic, representational, problem-solving, and interpersonal skills
•   Ability to work independently and with team members and partners at all levels
•   Capacity to manage numerous tasks and report in a timely manner
•   Experience with USG-funded projects is an added advantage

Job Summary:

This position works under the supervision of the Deputy Chief of Party or his/her delegate. The Clinical Advisor will oversee health program activities in malaria, family planning/reproductive health, nutrition and maternal, newborn and child health, including technical input and guidance. As a seconded position to Ghana Health Service/Regional Health Directorate, the Clinical Advisor will lead efforts liaising with the government, ensuring effective and high-quality, integrated health programs at the regional and district levels.

Specific Responsibilities:

•   Ensure the quality of activities being implemented conforms to MOH/GHS policy standards and guidelines.
•   Provide support in integrated supportive supervision to the clinical staff.
•   In coordination with the Regional Coordinator, liaise with the Regional Health Directorate, partners, sector working groups, and government stakeholders to ensure programmatic goals and strategies are in line with national and international priorities to reduce gaps in health systems and sustainability of quality projects.
•   Conduct regular field visits to identify opportunities for expansion of and improvements in program efficiency and quality – especially in clinical areas.
•   Work closely with the health teams to determine training needs and develop a training plan.
•   Identify gaps in service delivery and develop strategies and plans to address them.
•   Attend health coordination meetings and communicate relevant information to health staff and Regional Coordinator.
•   Provide technical review and approval of technical contents of trainings and of information and education material to be reproduced and distributed in the communities.
•   Provide technical assistance, feedback, and recommendations to support implementation of program activities, especially in quality improvement and staff capacity development around health program interventions.
•   Participate in implementation of work-plan activities at regional level.
•   Report on the clinical activities of the regional office, in a timely manner.
•   Maintain flexibility and take on added responsibility as needed

Qualification Required & Experience

•   A medical doctor with six years relevant experience as a senior-level manager of health programs, or A Masters in Public Health Nursing with twelve years of public health nursing experience with good understanding of MNCH, RH/FP and Malaria areas is required.
•   Proven leadership skills, including effective skills in developing interpersonal relationships, negotiations and conflict management;
•   Proven ability to develop effective working relationships with stakeholders at all levels
•   Trainer-level knowledge and capabilities in clinical areas
•   Excellent written and oral communication skills
•   High comfort level writing and presenting data and information in a compelling way to different audiences.

The Partnership

The SickKids-Ghana Paediatric Nursing Education Partnership (PNEP) is a Ghanaian and Canadian led effort to strengthen the capacity of Ghanaian institutions to educate health workers and reduce newborn and child mortality and morbidity, especially in underserved districts in Ghana. The purpose of the PNEP is to deliver specialized, paediatric education to nurses and midwives to improve the quality of care of children and their families.

The Role

Reporting to the PNEP Project Director and working closely with the PNEP Evaluation Lead, Project Management and Professional Practice teams in Ghana and Canada, the Research &Evaluation Coordinatoris responsible for knowledge translation, monitoring, evaluation and research activities related to the PNEP. The individual will combine solid administrative and computer skills with interest and abilities in proposal writing, data collection, clinical and academic research, as well as project monitoring and evaluation.

Responsibilities:

•   Supports assembly of the PNEP Research & Evaluation Committee and associated events/workshops
•   Works with PNEP Research & Evaluation Committee and Project Teams in development of the PNEP evaluation strategy, and executes evaluation activity as outlined in the project work plan
•   Collaborates with the PNEP Research & Evaluation Committee and Project Teams to develop data collection, research and evaluation tools
•   Leads the development of PNEP REB proposals required at SickKids and in Ghana

Purpose of Role

Prepare and dispense medicines accurately, safely and promptly under the Resident Medical Officer’s overall supervision and assist with stock controlling, ordering and re-stocking of the dispensary.

Responsibilities

•   Provide support to the Resident Medical Officer in the co-ordination of the day to day running of the Health Centre.
•   Dispense to patients medicines as required by the Resident Medical Officer at the Health Centre.
•   Maintain full accurate records of all dispensing transactions by ensuring that all receipts and issues are recorded and checked with the RMO.
•   Ensure that an efficient dispensing service is provided to patients and staff which is in line with current standards and conforms to agreed service deadlines within the service level agreement.
•   Participate in dispensary of inpatient medicine, discharge prescriptions and outpatients prescriptions in accordance with SOP’s.
•   Prepare drugs for distribution to all First Aid Posts upon request.
•   Operate efficient stock control appropriate to the needs of the dispensary with the objective of ensuring continuity of supply for patients
•   Check drugs delivered each day against invoices, retain invoices until the end of the month to verify against operating cost statement of the Health Centre.
•   Ensure that drugs are received and stored in an appropriate manner in accordance with the manufacturers’ instructions.
•   Ensure that all refrigerated items are stored at the appropriate temperature and maintaining the temperature control record/ logbook.
•   Requisition for drugs when appreciable quantities are used up.
•   Participate in prescribing audits as and when required.
•   Ensure that appropriate security measures are maintained for the dispensary whilst on duty. That any breaches are brought to the attention of the RMO as soon as possible.
•   Should have knowledge in storage/management/Audit of controlled medication.
•   Liaise with service users and communicate on changes in service provision
•   Act as an accredited final checker for dispensed items
•   Any other duties as may be assigned by the RMO in accordance to the company’s policies.

Qualification Required & Experience

•   Minimum of HND in Dispensing Technology from a recognized institution
•   Minimum of 2 years working experience as a Dispensary Technician (including Hospitals Pharmaceutical shops) and must be computer literate.

Additional Qualifications & Skills Requirement

•   A qualified State Registered Nurse with basic knowledge and skills in General Nursing, Paramedics, and First Aid & Safety at Work will be an added advantage.
