PharmAccess Foundation and AHME Project PharmAccess is a non-profit organisation, dedicated to affordable access to quality health care in Africa. PharmAccess is also part of the African Health Markets for Equity (AHME) partnership that works towards increasing the access of the poor to priority health services and technologies in Nigeria, Kenya and Ghana. The partnership in Ghana is constituted by four organisations. These are the International Finance  Corporation (IFC, policy and regulation, demand side financing), Marie-Stopes International (MSI, social franchising), Grameen Foundation (ICT development) and PharmAccess Foundation (access to capital,quality improvement and demand side financing).

In this partnership, the focus is to implement key demand-side interventions that break the barriers to healthcare access. The demand side financing work stream in Ghana focuses on supporting the National Health Insurance Authority (NHIA) to increase (re)enrolment of the Q1 and Q2 population (bottom 40% of population by economic status) in the National Health Insurance Scheme and ensure sustainability of the scheme. The supply-side interventions are aimed at increasing the quality, scope and scale of health services on offer to the poor through the social franchise network of MSI. Key achievements of the partnership will be to increase coverage of priority services and technologies and foster stronger collaboration between the private and public sectors. The end result is to achieve improved health outcomes for the poor.

To support the AHME partners in reaching this objective, PharmAccess wishes to hire an experienced professional as Quality Advisor to work directly with the leads on the supply side within the Country Team.
 
Job Description

•   To provide technical support to the healthcare providers in the quality improvement process of the AHME Programme. This involves healthcare provider selection, SafeCare quality assessments, developing upgrading plans and assisting with implementation, monitoring progress of implementation and intermediate quality assessments.
•   To prepare and facilitate training on quality improvement for participating healthcare providers
•   To ensure that upgrading plans are properly planned and synchronised with the business plans of healthcare providers
•   To maintain regular contacts with relevant external stakeholders and actively promote information sharing
•   To manage that quality assessments, quality improvement plans and progress monitonng are progressing according to the planning
•   To apply all the tools and systems as provided by PharmAccess Foundation in the SafeCare programme
•   To contribute to the preparation of quarterly and annual progress reports of AHME programme

Job Vacancy For Health And Safety Coordinator At Millennium Development Authority (MiDA)

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Reports to: Environment and Social Performance Director

Roles and Responsibilities:

•   Lead MiDA’s efforts to integrate health and safety considerations into project design and implementation. This includes: (a) ensuring mat all projects meet MCC requirements, including the International Finance Corporation’s Environmental & Social Performance Standards; (b) identifying opportunities for enhancing project design and implementation through the application of good international practice
•   Guide the development and review of key health and safety documents including (but not limited to) Health and Safety Plans and health and safety reporting (including accident reporting and root cause analyses).
•   Collaborate closely with the Director for Environmental and Social Performance, the ECG and NEDCo Financial and Operation Turnaround Project Managers and the Access Project Manager.
•   Carry out regular site inspections to check policies and procedures are being properly implemented and are consistent with IFC performance Standards;
•   Keep MiDA’s management team and MCC informed of ESP risks, opportunities, and recommended actions

Qualification Required & Experience

•   University degree in a field related to occupational health and safety.
•   At least five (5) years of experience developing and implementing strategies to manage health and safety risks, both to workers and the public, including experience monitoring compliance of large construction firms in the field.
•   Familiarity with international best practices in health and safety, including IFC Performance Standards 2 and 4.
•   Demonstrated ability to provide effective oversight and collaborate with multidisciplinary teams and institutions including technical experts, government officials, construction supervisors, and civil society.
•   Demonstrated ability to manage a variety of tasks with minimal supervision.
•   Strong computer skills.
•   Excellent written and verbal English skills. Local language skills a plus.
