Under the general supervision of the IOM Chief of Mission in Ghana for administrative matters, and the direct supervision of the Head of the Migration Health Assessment Centre (MHAC) in Accra, the National Migration Health Physician will be responsible for providing clinical and administrative support for migration health assessments and treatment of migrants assisted by the organisation. In particular, he/she will:

•   Conduct Migration Health Assessments (MHA) for migrants (refugees and immigrants) according to the country-specific technical instructions and guidelines;
•   Review chest x-ray films, radiologist’s reports, laboratory results and consultant’s reports and complete immigration medical forms according to the country – specific technical instructions and guidelines;
•   Perform quality check of immigration medical forms to ensure accurate completion and adherence to the various technical instructions;
•   Treat and follow up migrants, in particular, migrants with medical conditions of public health importance or are threat to public safety;
•   Assist to coordinate and manage migration health activities performed at the IOM Migration Health Assessment Centre. This include but not limited to logistic preparation for migration health assessment, handling and safekeeping of individual medical files, collection of bio-data and medical history, physical examination, identity checks of migrants and maintain confidentiality of information throughout the medical examination process;
•   Counsel applicants with chest x-ray findings consistent with active or inactive tuberculosis (TB) and explain diagnostic procedures for TB (sputum smears and culture);
•   Inform and counsel migrants with significant medical conditions detected during migration health assessment and advise on treatment and follow up requirements;
•   Inform, counsel and refer migrants diagnosed with active tuberculosis(TB) and sexually transmitted infections (STIs) for treatment;
•   Review and sign certificates for migrants as required;
•   Participate in registration and data entry activities related to migration health assessments;
•   Any other duties as may be assigned by the supervisor or the Chief of Mission

Technical Competencies

•   Effectively applies knowledge of relevant medical discipline.
•   Follows internal control procedures to prevent fraud and mismanagement.
•   Ensures application of institutional policies and guidelines.
•   High level computer literacy in key application especially MS Office

Qualification Required and Experience

•   Degree in clinical medicine from an accredited academic institution.
•   At least four years of continuous clinical practice post-graduation, registered to practise in Ghana and with a valid registration licence.
•   Experience working in immigration medical examination is an added advantage,
•   Ability to work as part of a multi-cultural team.
•   Reliable, able to work under pressure good organisational skilis

Languages

In particular, he/she will:

•   Assist with the reception and registration of migrants undergoing immigration medical examination. This includes but not limited to (a) checking identity using valid documents, (b) entering bio-data; (c) taking photos using webcam and loading the image on to the appropriate electronic platform and (d) printing medical forms, consent forms and other documents as requested;
•   Assist with data entry of completed medical forms in the appropriate electronic Software and ensure accurate records;
•   Collect or draw biological samples from migrants according to the country -specific technical instructions;
•   Perform identity check of migrants before collecting/drawing biological samples;
•   Inform migrants on the procedure of collecting/drawing biological samples and obtain consent;
•   Ensure accurate coding and completion of laboratory request forms;
•   Submit biological samples to the partner laboratory for processing;
•   Follow up and collect laboratory results in a timely manner;
•   Keep track of sputum samples sent for tuberculosis investigations to ensure results are received in a timely manner;
•   Keep records of biological samples processed;
•   Ensure self-protection and protection of migrants and staff from biological hazards;
•   Maintain cleanliness and ensure proper waste management;
•   Any other duties as may be assigned by the supervisor.

Technical Competence

•   Effectively applies knowledge of relevant medical discipline.
•   Follows internal control procedures to prevent fraud and mismanagement-High level of computer literacy in key applications, especially MS Office.

Qualification Required and Experience

•   At least a Diploma in Laboratory Studies from an accredited academic institution.
•   At least three years of continuous practice post-graduation, registered to practise in Ghana and with a valid registration licence.

•   Overall objective: To contribute to improved public responsiveness to maternal health in 3 districts of the UER.

Specific Objectives:
Maternal Health improved through strengthening social accountability systems Objective 2: Increased accessibility to skilled delivery through community engagement
The project intends to use Civil Society Organisations (CSOs) including media influence policy decisions on priority research & social inciusiveness in maternal health.

Project Duration: 36 months Start: February 01, 2014 Place of assignment: Upper East Region
{operational area: Binduri, Pusiga and Builsa North Districts) Sector: Maternal Health. Civil society and Inclusion

Overall Responsibility

•   Under the project manager, the project officer is responsible for the overall planning, management and completion of the project at the district level. Summary of Roles and responsibilities:
•   Plans with the project manager to execute planned activities according to the project description.
•   Responsible for formation of community health committees (CHC)   in  consultation  with  the   Project Manager and Other stakeholders
•   Render Support Services to CHC and youth clubs
•   Document evidence generated from community structures for advocacy
•   Assist programme manager to conduct District level advocacy
•   Collaborates   with   the   respective   District   Health Management Teams (DHMTs) and other relevant stakeholders to implementing activities;
•   Be a liaison between the project operational area (district)/ community structures and the rest of the project team/other relevant stakeholders
•   Mobilises communities through community health committees to respond to health issues.
•   Advocacy and lobbying with key stakeholders specially the media and service providers
•   Organising and management of trainings programmes, eg. for health workers and volunteers
•   Empower communities using participatory tools agreed by project team
•   Ensures that the programme is socially and disability- inclusive.
•   Accounts for funds released for the project activities to the Project Manager or the Accounts/Administrative officer
•   Carries out any assignment given by the project manager

Qualification Required & Experience

•   Education required: A Bachelor’s Degree preferably in social sciences and/or a health-related field with relevant experience, A longstanding working experience with the health sector with a relevant professional, qualification may exceptionally meet the requirement in the absence of a degree.
•   Experience: A minimum of 3 years professional experience in project/programme management and monitoring and evaluation is desirable.
•   S/he should have organisational, communication, mobilisation skills, advocacy, lobbying with media and stakeholders, especially community opinion leaders including traditional leaders.
•   Ability to develop solid partnerships with various stakeholders would be an asset.
•   Knowledge of the Ghana Health Service framework and civil society organisations would be advantage.
•   Knowledge in the local language of the project would be an advantage.

•   Educational level required: a master’s degree in Development or Social Science with relevant experience in above- mentioned responsibilities. A bachelor’s degree in Public/Community health or a health related field is essential.
•   Experience: The candidate should have knowledge and experience in project, financial and administrative management, in development context and/or civil society; A minimum of 10 years professional experience, with 5 years’ experience in project/programme management and monitoring and evaluation. A Working experience (over 2 years) in an inclusion field will be an added advantage. Knowledge of the Ghanaian Health Care framework would be an advantage.
•   He/she should have experience in advocacy and lobbying, community and empowerment mobilisation and a clear understanding of Public Health issues.
•   Experience in managing and implementing EU-funded projects and knowledge of EU procedures would be an advantage,
•   Knowledge of the project environment is crucial and therefore is an advantage.

Job Vacancy For Health Systems Advisor At Ipas Ghana (Tamale)

The Health Systems Advisor will lead and provide technical support to capacity building of providers, and will work with the local government health system to expand access to quality services. This individual will also work closely with the country results team in the head office. This position reports to administratively to the Program Manager, and functionally to the Senior Health systems Advisor. This position will also work closely with the Country Results Team based in the Ipas home office.

Specific responsibilities include

•   Provide supervision, technical support, and programmatic coordination in the Tamale sub-office to ensure results in the Northern and Upper regions
•   Provide technical leadership to develop, implement and monitor health systems activities to improve quality of care and increased access;
•   Lead effective coordination of data collection;
•   Promote integration of community-based, social and behavior change strategies into health systems activities;
•   Use data to understand and improve programmatic results;
•   Represents Ipas Ghana to government and partners in Tamale;
•   Prepare reports to document results and lessons learned.

Qualification Required & Experience

•   A Bachelor’s degree in a health-related field (including BSc. Nursing); an advanced degree in the relevant discipline (MBCHB/MD) will be preferred;
•   4 +years relevant experience;
•   Demonstrated leadership and technical skills in design, implementation and monitoring of reproductive health programs;
•   Demonstrated project management, staff supervision, communication and writing skills;
•   Ability to interpret programmatic data and use it to make decisions;
•   Familiarity with the health system and culture of Ghana’s northern regions;
•   Ability to represent Ipas externally, including communications and negotiations with partners;
•   Ability to work independently with minimal supervision;
•   Travel up to 50% nationally.
