Background
A United States based Foundation has approved the CRS Ghana’s Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project for a period of three years.

The I-SHINE is a three year project (January 01, 2014 to December 31, 2016)  targeting  120 schools across six districts ( three each in Northern and Upper East Regions) of Ghana with the goal of contributing to improving  the health and well-being of vulnerable children in six districts in Northern and Upper East Regions of Ghana .    I-SHINE Project will be implemented by CRS Ghana in partnership with the Ghana Health Service (GHS), Ghana Education Service (GES) and the District Water and Sanitation Teams of the beneficiary District Assemblies.

Purpose
The primary function of the I-SHINE Field Officer  is provide  field level technical leadership and facilitative to the  project implementation team and partners to ensure accomplishment of the Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project objectives and results, while meeting expected technical quality standards

Primary Responsibilities
Work with the Project Specialist in CRS sub-office in Tamale and with partners (Ghana Education Service, Ghana Health Services and the District Water and Sanitation Teams) in implementation of school and community-based WASH activities.

This includes community mobilization and sensitization, water, sanitation and hygiene (WASH) promotion, distributions project supplies and logistics, partner monitoring and project monitoring, project support in beneficiary selection and registration, monitoring and evaluation of project activities, coordination, and reporting.

Specifically, the Field Officer will:

•   Mobilize and sensitize communities on key project strategies to ensure community ownership of projects
•   Work closely with Technical Component Specialists in the implementation of key project components at the school and community levels
•   Coordinate and or lead step down training of community-based agents in the implementation of I-SHINE Project activities
•   Establish, identify and train/ facilitate the training of WASH Mentors and Nutrition Champions  and Sanitation Advocacy Groups (SAG)
•   Support  WASH Mentors, Nutrition Champions and SILC meetings  during project implementation and monitoring
•   Provide regular feedback to component specialists (Nutrition/SILC, WASH and Community Mobilization ), point persons of implementing partners and ensure proper project tracking, record keeping as well as field level documentation of project activities
•   Compile project reports highlighting project impact against indicators.
•   As delegated by the component specialists, liaise with project staff partner staff document and share lessons learned, experience and human interest stories related to project activities.
•   Conduct any other programming responsibility delegated by the Project Coordinator

Duties and Responsibilities
Project Implementation and Management

•   Collaborate with project implementing partners and the target communities to undertake all activities aimed at enhancing the achievement of project strategic objectives
•   Support  the capacity building programs for Ghana Education Service and Ghana Health Service and community members in all the project strategies as outlined in the technical narrative of the project document
•   Collaborate with project component specialists and partners to develop annual work plans to ensure their timely implementation
•   In collaboration with the GHS, GES and the Community Based Agents to facilitate data gathering, analysis and reporting based on standard scientific processes and methods
•   In collaboration with the component specialists to identify and promptly resolve all trouble-shooting issues as they arise within the team and work on team building and team communication.

Project Monitoring, Evaluation and Reporting

•   Support the conduct of targeted assessments and surveys on timely basis
•   In collaboration with the component specialists to ensure accurate data processing and timely reporting on project activities
•   In collaboration with the M&E specialist, monitor I-SHINE project activities the schools and communities
•   Support review and assure timely completion and submission of project reports to the Project Coordinator via component specialists
•   Work closely with M&E Specialist, key component specialists to supervise key community-based agents (Sanitation and Advocacy Groups, WASH Mentors and Nutrition Champions)  on the M&E requirements of the project, and to assure that the I-SHINE Project meets set goals and objectives

Key Working Relationships

•   Internal: CRS I-SHINE Project Coordinator – Health and other line Managers, Nutrition/SILC Specialist M&E Specialist, and other Field Officers
•   External: District Directors of Health and Education Services in target districts

Qualification Required & Experience

•   Diploma in Social Work, Community Development, Public and/or Environmental Health or  related field with experience in Water and Sanitation projects or equivalent degree
•   Professional experience in Water, Sanitation and Hygiene Promotion activities is desirable
•   Flexibility; ability to work as a team in a multicultural context
•   Excellent communication and inter-personal skills
•   Computer skills in Microsoft (Microsoft word, excel and PowerPoint) office

Personal Skills

•   Experience in training and providing technical support to partners/community-based agents
•   Excellent English and oral communication skills especially in local language of duty post
•   Strong team building skills as well as  Willingness to spend 90% of time in the field
•   Ability to ride motorbike in rough terrain

Purpose
The SILC/Nutrition Specialist is to provide high-quality and effective technical support and assistance to I-SHINE project team and partners on the implementation of the Savings and Internal Lending Communities (SILC) methodology and Nutrition activities of the integrated project. The office will provide technical support to partners for the planning, implementation, monitoring and evaluation, progress reporting, capacity building of SILC and Nutrition activities overseeing overall achievement of program targets and objectives.

Primary Responsibilities

•   Work with the Project Coordinator to supervise Field officers and partners (Ghana Education Service, Ghana Health Services and the District Water and Sanitation Teams) overseeing the implementation of SILC and community-based Nutrition activities.
•   This includes provision of technical support to Field Officers and partners for the planning, implementation, monitoring and evaluation, progress reporting, capacity building of SILC and Nutrition activities to achieve program targets and objectives.
•   The Specialist also maintain/enhance relationship with partners and brings to the notice of management any partnership issues that need managements’ attention.

Specifically, the Field Officer will:

•   Facilitate the implementation of SILC/Nutrition component of the I-SHINE  project activities on timely basis and Ensure sustained linkages between activities of the various intervention areas (SILC, WATSAN, Nutrition, and Education) of the program
•   Ensure effective collaboration and linkage between CRS Ghana and relevant partners including targeted decentralized government agencies at the regional and district levels
•   Facilitate the roll out of the SILC Private Service Provider Business Model as part of the overall SILC component.
•   Provide support to Nutrition/SILC Technical Advisors working closely with the I-SHINE Project team
•   Support in the compilation of  high quality and timely progress ,and annual reports with strong oversight of the nutrition/SILC components
Monitor and supervise mobilization and sensitization of communities on key project strategies to ensure community ownership of projects
•   Work closely with the Project Coordinator in the implementation of key project components at various levels of project implementation
•   Lead the  capacity  strengthening activities for Field Officers and partners at the Training of Trainers (ToT) levels and oversee  step down  trainings at the school  and community levels
•   Hold annual and quarterly reflection meetings with Field Officers and partners to identify challenges find solutions and adopt best-fit strategies to enhance the achievement of project objectives.
•   Document and facilitate lessons sharing within and outside of the country program deem fit by the Project Coordinator and management.

Duties and Responsibilities

•   Project Implementation and management

•   Work closely with GHS, GES, DAs, and all partners to implement, monitor and evaluate the SILC/Nutrition component of the I-SHINE action plan
•   Provide technical support to targeted project staff and  partners at the regional, district and community levels Facilitate the provision of technical support on Nutrition/SILC as may be required by partners
•   Facilitate the process documentation of project activities as required by the project/CRS.
•   Periodically review field activities to ensure and promote quality of service and maintain high quality standards in the implementation of the SILC/Nutrition aspects.
•   Trouble-shoot challenges and find appropriate solutions to them.

Project Monitoring, Evaluation and Reporting

•   Periodically conduct field visits to ensure and implementation plan is followed and level of activities.
•   Ensure the conduct of targeted assessments and surveys on timely basis
•   Ensure accurate data collection, processing and timely reporting on project activities
•   In collaboration with the M&E specialist, monitor I-SHINE project SILC/Nutrition activities.
•   Supervise key project staff on the M&E requirements of the project, and to ensure that the I-SHINE Project meets set goals and objectives

•   Children regularly attend water, sanitation and hygiene friendly schools

Key Responsibilities

•   Provide dynamic leadership, technical support and team coordination to the I-SHINE team and implementing partners (Ghana Education Service, Ghana Health Service and the District Water and Sanitation Teams of the beneficiary districts
•   Ensure for optimal project quality and efficient delivery of I-SHINE activities according to the decisions made by senior management of CRS Country Program and the WASH Regional Technical Advisor.
•   Ensure that all I-SHINE implementing partners pursue a project of continual learning, documenting and capitalizing on I-SHINE experiences.
•   Represent the I-SHINE program locally and nationally to Government, decentralized authorities, NGOs, private sector, etc, and to existing and potential donors as appropriate.
•   Ensure the security and efficient management of all I-SHINE resources, equipment and documentation linked to the project.
•   Ensure the efficient use of the human and financial resources available to I-SHINE to deliver on the project targets.
•   Provide an effective reporting interface with implementing partners at the Regional and District levels.

Management and Administration

•   Manage program budgets, including tracking of financial and material resources.
•   Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
•   Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
•   Approve project expenditures, budget adjustments, and cost modification requests to donors.

Representation and Advocacy

•   Provide overall leadership and oversight to the implementation, ensuring that partners and field staff adhere to their assigned scopes of work and memorandum of understanding/agreements, and ensuring all members of the I-SHINE implementation team work cooperatively and productively to achieve project objectives.
•   Act as primary project contact and representative, taking responsibility for addressing all program matters, collaborating with the CRS Country Representative and Head of Programs and the Health Program Manager on overall partner and donor relationships.
•   Strengthen linkages with existing and potential partner agencies, in collaboration with CRS Country Representative, Head of Programming and the Health Program Manager.
•   Oversee program communication strategies, in collaboration with CRS Country Representative and Head of Programming, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.

Human Resource Management

•   Lead, manage and supervise a team of CRS and consortium staff to meet program objectives.
•   Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

Other Duties/Assignments
Carry out any other duties/assignments as shall from time to time be directed by the Health Program Manager, the Head of Programs or Country Representative.

Qualification Required & Experience

•   A Masters Degree in Public/Environmental Health, Civil Engineering or Postgraduate/specialized training in water, hygiene and sanitation, water resources management or other related discipline.
•   Minimum 5 years progressively increasing management responsibility and technical experience in Water, Sanitation and Environmental Sanitation as well as Community-led Total Sanitation (CLTS) in developing contexts
•   Demonstrated knowledge of the water and sanitation institutional framework in Ghana
•   Knowledge of research methodology and dissemination
•   Minimum of 5 years of work experience in development projects preferably in WASH project planning, monitoring and evaluation, at a supervisory level.
•   Proven knowledge and first hand relationships with water actors in Ghana
•   Proven team coordination skills and ability to work independently; Excellent interpersonal and supervisory skills.
•   Proven analytical skills, demonstrated creativity in analysis of situations and data
•   Strong leadership skills, including strategic thinking, problem solving, effective communication and negotiating skills.
•   Ability to build and motivate diverse and talented teams.
•   Proven experience in managing consortium or partnership relationships in a participatory way required.
•   Proven track record in building relationships with governmental organizations, private sector and community organizations required.

•   Proven experience in budgeting and budget management.

PURPOSE OF POST
Under the supervision of the Health & Nutrition Specialist and under the guid­ance of Chief of Health and Nutrition Section provide technical support to regional health services for the planning, implementation, monitoring and evalua­tion, including data analysis, progress reporting, knowledge networking and capacity building of health and nutrition activities.

MAIN DUTIES AND RESPONSIBILITIES

•   Ensure that UNICEF health and nutri­tion support is aligned to government policies and priorities.
•   Work closely with Regional Health Services to design, implement, monitor and evaluate the integrated health and nutrition components of the Country Programme Plan of Action and Regional Plan of Work.
•   Provide technical support to govern­ment and NGOs at regional and district levels in planning, implementation and evaluation of health and nutrition projects.
•   Identify, plan and evaluate sustainable advocacy and capacity building activities
•   Undertake field visits to monitor programmes against agreed targets and indicators Conduct periodic programme reviews with regional government counterparts and other partners at district sub-district and community levels. Propose and/or undertake action to improve project implementation and management
•   Analyse and evaluate programme data to ensure achievement of objectives and/or take corrective action when nec­essary to meet programme objectives.
•   Prepare monthly progress reports for documentation of implementation, lessons learnt and best practises.
•   In conjunction with Accra office, ensure lessons learnt -feed ‘upstream’ to influence national policy agenda
•   Input and manage financial and activity level information into SAP (VISION)

Qualification Required & Experience

•  University Degree in Public Health and Nutrition, Health Planning/Management or other relevant field.

WORK EXPERIENCE

•   Two years of progressively responsible professional work experience in planning. programming, imp’ementation monitoring and evaluation of health and nutrition pro­grammes. Professional work experience in programme management function or a technical expert capacity in nutrition, child survival £ health care.

LANGUAGE PROFICIENCY

•   Fluency in English required. Knowledge of local working language of the duty station and another UN working language an asset.
