IJM is seeking a skilled and experienced Investigator who will be responsible for conducting and monitoring forced labor trafficking investigations and securing reliable, timely and actionable information concerning victims and perpetrators of criminal activity within the project area.  This position is based in Accra, Ghana and reports to the Director of Investigations of IJM Ghana.
 
Responsibilities

•   Develop a thorough working knowledge of relevant laws and criminal procedures regarding investigations;
•   Develop a thorough working knowledge of the modus operandi of forced labor traffickers in the project area;
•   Maintain strict confidentiality of all investigations, investigative strategies, and other privileged and sensitive information;
•   Assist the Director of Investigations to recruit and maintain a network of operatives and informants who provide reliable, timely and actionable information regarding cases of forced labor trafficking;
•   Assist the Director of Investigations to properly strategize forced labor trafficking investigations;
•   Liaise and advocate with relevant Ghanaian law enforcement officers regarding appropriate forced labor investigations, rescue operations and arrest operations;
•   Assist the Director of Investigations in building the capacity of Ghanaian law enforcement;
•   Conduct collaborative and independent forced labor trafficking investigations;
•   Conduct  collaborative and independent surveillance to locate victims and suspects;
•   Write detailed, daily investigative reports and submit them to the Director of Investigations, Field Office Director, or his designee, in a timely manner;
•   Assist the Director of Investigations to draft detailed plans for rescue and arrest operations;
•   Assist the Director of Investigations to build relationships of mutual trust and benefit with key government and non-government actors to ensure holistic care and protection of IJM clients consistent with the law and best practices;
•   Assist the Director of Investigations to implement, monitor and evaluate strategies and best practices for effective IJM-assisted investigations and interventions on behalf of victims;
•   Assist the Director of Investigations to implement rigorous systems for effective monitoring, evaluation and reporting of IJM Ghana’s collaborative casework activities and programming;
•   Serve, if necessary, as a witness to the crimes committed;
•   Comply with all IJM, government, and donor requirements;
•   Develop and maintain strong relationships with members of other departments within the Field Office; and
•   Carry out additional assignments as required by the Director of Investigations, FOD or his designee.

Qualification Required & Experience

•   Bachelor’s degree from an accredited university preferred but not required;
•   One year experience in conducting criminal investigation preferred but not required;
•   Fluency and professionalism in oral and written communication in English Ewe and Twi;
•   Computer literate and proficient in Microsoft Office applications preferred but not required;
•   No criminal record; and
•   Licensed and able to drive a four-wheeled motor vehicle.

Scope And General Purpose

Qualification Required & Experience

•   Bachelor’s Degree in a related field or must be an ex-service personnel not below the rank of Assistant Superintendent of Police or 2nd lieutenant.

BASIC FUNCTION OF POSITION

•   Responsibilities include providing a safe and secure environment for the conduct of US foreign policy. This is a managerial position in the Ambassador’s Protective Detail (APD) of the Regional Security Office. The incumbent is responsible for the overall leadership and management of the Ambassador’s Protective Detail. The incumbent is a specialist trained in close physical protection operations. The duty includes bodyguard protection of Embassy staff and visiting dignitaries; administrative duties such as reviewing and filing timesheets, leave records, evaluation reports, and site advance surveys. Maintains a working knowledge of emergency first-aid and Cardiopulmonary resuscitation (CPR).

•   Must be familiar with Ghana driving laws, local customs, cultural norms, as well as all USG regulations pertaining to motor vehicle operations. Must participate in training exercises and periodic drills to improve emergency response scenarios including protective service operations, motorcade operations and movements, attack scenarios as deemed appropriate by the RSO. Incumbent reports directly to the Assistant Regional Security Officer (ARSO).

•   Incumbent must possess a strong knowledge in physical protection, standard security practices and procedures; provides daily oversight of Ambassador’s Protective Detail, documents deficiencies and recommends corrective courses of action ; creates work schedules; and reviews timesheets, conducts advance site surveys, drafts reports, maintain files and logs. The incumbent will develop and maintain low to mid-level contacts with host nation security forces.

Qualification Required & Experience

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

•   EDUCATION: Successful completion of Secondary School (US High School equivalent) is required.
•   EXPERIENCE: Minimum of three years of progressively responsible experience in the commercial security guard business, civilian or government police or military is required.
•   LANGUAGE: Level IV English required in speaking, reading, and writing (fluent). High degree of proficiency in both the written and spoken language. (Language proficiency will be tested).
•   SKILLS AND ABILITIES: Must have a valid driver’s general license and be able to learn defensive driving. Basic understanding of Microsoft Office and Outlook is required. (Computer and driving skills will be tested).

SELECTION PROCESS:

When qualified, applicants who are U.S. Citizen Eligible Family Members (USEFMs) and/or preference-eligible U.S. Veterans are given a preference in hiring. Therefore, it is essential that these applicants make themselves known as having a hiring preference and specifically address the required qualifications above in their application.

•   A thorough knowledge of private security standards and procedures
•   Good written and oral command of the English language
•   Multinational cultural experience desirable
•   Excellent staff management skills
•   Good MS Office application knowledge
•   Drive with a valid Ghanaian driving license
