The U.S. Embassy in Accra, Ghana is seeking for an individual for the position of Air-Conditioning Mechanic in the Facilities Maintenance Section of the Embassy.

BASIC FUNCTION OF POSITION

The incumbent performs skilled journeyman level refrigeration and air-conditioning mechanic work involved in the installation, maintenance and repair of electric powered refrigeration and air-conditioning equipment and systems of all types, including but not limited to, industrial and residential refrigerators and freezers, cold storage equipment, air-conditioning systems dehumidifiers, water coolers, washing machines, clothes dryers and dish-washers.

This position also includes reading specifications, using the proper tools and checking all work for completion. Examines equipment or makes diagnostic tests using sophisticated diagnostic equipment to determine nature and extent of work necessary. Disassembles equipment and adjusts repairs or replaces defective parts or components to correct malfunctioning motors, compressors, cooling units, condensers, and other controls, using hand tools such as screwdrivers, wrenches and pliers; welding, soldering, and cutting equipment and various electric and other testing instruments. Periodically inspects tests, cleans, services equipment and performs other chores related to the air-conditioning trade; drive a vehicle to the job-site; and may supervise a trades helper or laborer.

Qualification Required & Experience

1. Completion of Primary School required. Completion of vocational training or apprenticeship recognized as producing journeyman A/C mechanic skills, or three years experience is required.
2. Two to three years of journeyman A/C mechanic experience in a large organization or similar environment is required.
3. Level III (good working knowledge) in English is required. Job holder will be able to read and understand, for example, regulations, instructions and related material concerning the field of work, and to prepare correspondence and standardized reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
4. Must have full journeyman technician knowledge of established practices and procedures of the specific trade involved.
5. Must be able to use all tools of the trade; be able to read blueprints and interpret manufacturers’ instructions.
6. Must have and provide a copy of a valid local driver’s license Class B. Driving experience will be tested.

BASIC FUNCTION OF POSITION

•   The incumbent represents the Office of Security Cooperation (OSC) in discharging U. S. interests in connection with the following programs: International Military Education and Training (IMET), Africa Center for Strategic Studies (ACSS) and Countering Terrorism Fellowship Program (CTFP). S/he provides International Military Education and Training (IMET) assistance to the U.S. Embassy, Lome and Cotonou, and is responsible for planning and evaluating training provided to the Ghanaian military personnel. Incumbent assists the OSC Chief in the management of Foreign Military Sales/Foreign Military Financing cases as they pertain to training to ensure the office maintains compliance with Foreign Assistance Act (FAA) of 1961, as amended and effective use of all available training funding and performs all other administrative support functions as assigned.

•   Incumbent consults with the highest authorities of the Ghanaian military and answers inquiries and explains policy, training programs, and procedures regarding participant training; manages a large sub-Saharan Africa IMET program with an annual budget of $650,000, identifies actual and potential problem areas within IMET and, in coordination with OSC Chief, initiates corrective actions. S/he consults with Ghanaian military officials to determine training requirements and recommends appropriate courses, works with Country Program Managers (CPMs) of the U.S. Military Departments (MILDEPs) to implement the Ghanaian training requirements. Incumbent develops and coordinates comprehensive two-year training plans to accomplish USAFRICOM’s and the Ghanaian military objectives.

Qualification Required & Experience

•   Completion of secondary school; college diploma, specifically in Training Management, Human Resources, Management, Public Administration, Business Administration is required.
•   Previous work experience in an Embassy and/or prior member of Ghana Armed Forces or U.S. military is required. Three to Four (3-4) years of progressively responsible experience in training programs administration or related fields–at least three with a U. S. Government Agency is required.
•   Level IV (fluent) in written, spoken and reading English. High degree of proficiency in both the written and spoken language, including the ability to translate. On occasion, the Job Holder may need to act as an interpreter. Language proficiency will be tested.
•   Thorough knowledge of Department of Defense (DoD) and U.S. Army, Navy, and Air Force Security Assistant education and training programs, regulations, and policies is required. Comprehensive knowledge of training facilities available locally, in the U.S., or in CONUS.
•   Must have the ability to manage complex training requirements and schedules; manage training and office budgets; obtain, analyze, and evaluate relatively extensive data and prepare precise and accurate analytical reports; develop and maintain a wide range of working-level and senior-level contacts in DoD, Ghanaian military authorities and Government of Ghana circles; and render advice clearly and objectively. Strong computer skills (Microsoft Office suite, plus special programs/websites) are required. Typing skills and computer experiences will be tested.

The incumbent performs general administrative support as well as clerical duties in GSO Property Management Division.

S/he is responsible for the tracking of all services requests with the Property Management Section, handle customer inquiries, track work requests and provide feedback to customers on status of requests. Prepares all purchase requests in Ariba (ILMS) for the property section; periodically reviews all GSO Property purchase requests with the procurement section to determine status of requests and coordinate tracking of shipments and purchase documents to support receiving and inventory reports. Ensures all approved payment for the property section is submitted to Financial Management Center on time. Assists the inventory team during annual inventory for all non-expendable and expendable properties, and coordinates with the NEPA Clerk during walk-through and residential inventories with housing section for departing American personnel. Incumbent assists in the preparation of time and attendance records and performs special tasks and projects as directed by the Property Management Supervisor or General Services Officer.

The U.S. Embassy in Accra, Ghana is seeking an individual for the position of a MASON in the Facilities Maintenance Office of the Embassy.

BASIC FUNCTION OF POSITION

The incumbent performs full journeyman level of masonry work on the various houses and properties of the U.S. Mission in Accra.

Incumbent prepares mixtures of sand, gravel and other additives to maintain the strength of the cement desired. Makes forms for general foundation work, repairs walks, patios and areas of properties as required; uses mechanical equipment when a very large job is undertaken; and performs other chores as requested in keeping with his work as a mason such as laying of floor and wall tiles. S/he also assists in a team effort when large jobs are undertaken and is able to perform other chores in another area of the building trades.

Performs job activities and duties in a responsible manner to avoid the creation of safety or health hazards. Informs supervisors of all accidents, illnesses and injuries.

Qualification Required & Experience

•   Completion of elementary school required. Additional vocational training in NVTI or related institution or an apprenticeship from a seasoned trades professional.
•   Two to three years prior work experience as a mason at the journeyman level.
•   Level III English language ability. Good working knowledge of the written and spoken language. Job holder will be able to read and understand, for example, regulations, instructions and related material concerning the field of work, and to prepare correspondence and standardized reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
•   Must have full journeyman mechanic knowledge of the masonry field and knowledge of the practices and procedures of this trade. Must know and understand safety practices and health hazards of the job.
•   Must be able to use the tools of the trade, i.e. lathes, molds, forms, cement sand, gravel, decorated stone and other elements of the masonry trade and be capable of laying tiles and other finishes for cement work. Must be able to read construction drawings and prepare bills of material.
•   S/he must possess and provide a copy of minimum class B valid local driver’s license and have excellent driving skills. Driving proficiency will be tested.

The U.S. Embassy in Accra, Ghana is seeking an individual for the position of an Administrative Management Assistant in the Public Affairs Section (PAS) of the Embassy.

BASIC FUNCTION OF POSITION

The incumbent serves as the senior locally employed staff ( LES) advisor to the Public Affairs Management Team, consisting of the Public Affairs Officer (PAO), Cultural Affairs Officer (CAO), Information Officer (I0), Regional Information Resource Officer, and Regional Educational Advisor (REAC) on post administrative and financial management. S/he is responsible for coordinating or completing administrative documents to operate one of sub-Saharan Africa’s largest cultural, educational and youth exchange programs. S/he collects data and prepares reports in coordination with the Embassy’s Financial Management Center (FMC); and in addition, coordinates all PAS administrative activity, with the exception of receiving and the full range of procurement.

Under the supervision of the PAO, the incumbent provides the operating data on financial and administrative feasibility of Public Diplomacy (PD) activities (including the IIP/IRO, ECA, PEPFAR PD, and ECA/Educational Advising activities), to support PD activities under the Mission Strategic Performance Plan. S/he analyzes business processes to administer grants, process advance and voucher payments to invitational travelers, PAS staff and sub-cashier collections as assigned, to streamline PAS activity and to ensure the timely administration of funds and purchases in support of PD press, exchange, education and program activities. In coordination with PD program assistants, s/he coordinates all logistical support for PD academic exchanges, grantee travel, program travel, U.S. expert travel, program implementation and program monitoring and evaluation.

Qualification Required & Experience

1. Completion of two years of college with a major of business administration or accounting related field is required.
2. Two years work experience in managing resources and programs and some experience with accounting programs required. Experience in supporting or administering USG-funded programs will is a plus.
3. One year post entry training on every aspect of Administrative Management (i.e. petty cash vouchers, ITO and other administrative paperwork) throughout a completer cycle of budget, exchanges, programs, training, travel and performance management cycle.
4. English level IV (fluent – written/spoken) is required. High degree of proficiency in both the written and spoken language, including the ability to translate. 5. Must have good working knowledge of bookkeeping, travel planning and accounting required. Experience supporting events management or education programs desired. Previous experience working with US government agencies is an advantage.

Good working knowledge of the internet Explorer and Microsoft products such as Word and Excel as well as basic typing ability. Computer skills will be tested.
